  • Two police officers recently convicted of acts of police violence are still working in Marseille, without having been subject to sanctions.
  • The victim's lawyer questions the Minister of the Interior.
  • An administrative investigation by the IGPN into them has just been completed, according to the authorities.

"Can we continue to practice in the public service when we have been convicted of such serious police violence?" I'm wondering. "Linda Sennaoui does not take heart. The lawyer recently learned that Lionel P. and Thomas B still practice in the northern districts of Marseille. The two Marseille police officers were sentenced on May 14 by the Marseille Criminal Court for having beaten up his client, the young Ishaq G., 16 years old at the time of the events, in these same northern districts.

The court imposed a heavy sentence on these two police officers: no less than four years in prison, two of which were closed. At the hearing last March, the public prosecutor described the facts as “gratuitous aggression, for pure pleasure, for the pure will of paying a sixteen-year-old boy in the northern districts of Marseille. "

An overwhelming report from the IGPN

During the deliberation, the Marseille Criminal Court had motivated its decision by its will to condemn a "serious crime". A decision which was based in particular on an overwhelming report of the General Inspectorate of the National Police (IGPN) rendered on April 5, 2019 that 20 Minutes was able to consult, and which concludes that the two police officers are fully responsible. A decision immediately challenged by the two members of the police, who appealed and claimed their innocence.

During this deliberation, the Marseille Criminal Court had left it to the hierarchy of the two police officers to decide on a possible professional ban. However, at the time of writing, no sanctions have been taken against the two police officers. An unacceptable situation for young Ishaq G. and his family.

"An administrative investigation has just been completed"

"Why, since April 2019, when the IGPN report was delivered, have we left them in the field?" Asks Me Sennaoui. The lawyer decided to question the minister earlier this week. In a letter of June 8 addressed to Christophe Castaner and that 20 Minutes was able to obtain, Me Sennaoui expresses his “misunderstanding” vis-à-vis the fact that “no consequences have yet been drawn on the plan disciplinary ”, despite the damning report of the IGPN and the recent conviction at first instance.

"No one in the Marseille hierarchy seems to want to deal with this issue," she laments. In this letter, the lawyer pointed out that the two police officers, "at the hearing [...] were even supported by their line manager who came to testify, which, given the gravity of the facts [seems] to him questionable. "

Contacted, the information and communication service of the national police indicates to 20 Minutes that “an administrative investigation carried out by the IGPN has just been completed. These conclusions have just been transmitted to the general direction of the national police. "This is the normal pattern," says Laurent-Franck Lienard, lawyer for the two police officers. It is up to the general direction of the national police to decide what to do next, and we are going to go and defend these people quietly. "
