Confinement has widened social inequalities. This report is drawn up by the Defender of Rights. Monday, on the occasion of the publication of his annual report, Jacques Toubon took the opportunity to sound the alarm on the worsening of inequalities during confinement.

"Social and territorial inequalities, the setbacks in public services already at work have been exacerbated" with the coronavirus epidemic, said former AFP minister Jacques Chirac, who will leave independent authority after six years at its helm.

Despite activity reduced by half, the Defender of Rights played his role of "clearing away discriminations of daily life" at the height of the epidemic, he assured, referring to calls to reopen post offices and asylum application counters, but also to adapt the exit certificate for the disabled or to relieve congestion in prisons in the face of viruses.

After making inequalities “even more glaring”, the Defender of Rights hopes that the “health crisis (…) will lead to better access to rights”.

Claims on the rise

And aside from that, there is no shortage of work. The Defender of Rights received 103,000 complaints in 2019, 7.5% more than the previous year. They mainly concern relations with public services - more than 60,000 complaints, up 10.4% over one year. The report thus depicts a France undermined by "territorial inequalities", but also by the "feeling of abandonment" caused by "the digital divide and dematerialization with forced march" of public services.

After a year 2019 marked by the demonstrations of "yellow vests", his institution has also recorded a jump of almost 29% of files related to "ethics of security", the majority of which relates to the action of the forces of the order.
