  With the approval of the Standing Committee of the Zhejiang Provincial People's Congress, the "Quzhou City Civilization Promotion Regulations" will come into effect on May 22, 2020. Among them, the use of "public chopsticks and public spoons" and "meal sharing system" is set as a mandatory provision of relevant penalties, which is still the first in the country. Article 16 of the "Regulations" states: "Public chopsticks or spoons shall be used for meal sharing by more than two people. Catering service agencies shall be equipped with public chopsticks or spoons or provide meal-sharing services." Article 48 provides: "Breach of these regulations Article 16, Paragraph 3 stipulates that if a catering service institution is not equipped with public chopsticks or spoons, or does not provide meal sharing, the market supervision and administration department may impose a fine of more than 20 yuan but less than 200 yuan on individuals; it may impose a fine on legal persons or other organizations. A fine of not less than two hundred yuan but not more than two thousand yuan; of which, if the catering service organization belongs to a star-rated hotel, a green hotel, or a special cultural theme hotel, the cultural tourism authority may impose a fine of not less than five hundred yuan but not more than five thousand yuan."

  On May 26, a law enforcement officer of the Jiangshan City Market Supervision Bureau discovered in a restaurant on Hexi Road, Shuangta Street, Jiangshan City that the restaurant did not provide public chopsticks or spoons for two or more diners, nor did it provide meal sharing services. As a result, law enforcement personnel issued a "Decision on Administrative Penalty on the Spot" to the operator, and imposed a fine of 50 yuan. According to reports, this is the third time the bureau has found that this restaurant is not equipped with public chopsticks. In the previous two inspections, they have provided free public chopsticks and spoons to the restaurant for education and guidance. As a result, the phenomenon of not equipping customers with public chopsticks and public spoons was again found at noon on May 26, and the two law enforcement officers immediately made the aforementioned administrative penalties on the spot. After issuing the ticket, the law enforcement officer again requested the person in charge of the hotel to immediately equip the public chopsticks and spoons and guide consumers to use the public chopsticks. In the afternoon of the same day, Jiangshan City Market Supervision Bureau Hecun Branch issued the second 50 yuan ticket.
