  Hu Juan told reporters that in the fall of 2018, she followed her boyfriend to return to her hometown of Leshan, Sichuan, to go through the marriage registration process and prepare for a wedding.

  She and her boyfriend brought all the necessary documents for marriage and went to the local civil affairs bureau. However, the staff of the Civil Affairs Bureau told her that she was married, and the system information showed that she was married with two different men at the same time and was suspected of bigamy.

  "I was blinded at the time, and it was unclear what happened." Hu Juan said that she felt very embarrassed to see the surprised look of her boyfriend and staff.

  According to the inquired information, the staff of the Civil Affairs Bureau told Hu Juan that she had been "married" two times before, and they were registered with the Civil Affairs Bureau of Yongnian District, Handan City, her hometown.

  The two returned home with frustration. At this time, the boyfriend’s parents had notified relatives to prepare for a wedding. "In the end, the wedding was over, and the wedding was not completed."   Subsequently, Hu Juan hired a lawyer, and finally copied two "Marriage Registration Examination Processing Forms" from the Civil Affairs Bureau of Yongnian District.

  In the two "Marriage Registration Examination Processing Forms" provided by Hu Juan, the reporter noticed that one of them showed that the man was Meng. The two registered marriage on December 15, 2003, and the marriage certificate was named "Ji Yong Marriage (2003) Jie Zi No. 2968". Another table shows that the man is Han, the registered marriage date is January 7, 2004, and the marriage certificate number is "Ji Yong Marriage (2004) Jie Zi No. 010400280".

  Hu Juan said that, except for her name and ID number, the woman in the photo was not herself, nor was the signature in her handwriting.

  Because the photo on the “Marriage Registration Review and Processing Form” is obviously not the person, Hu Juan requested the Yongnian District Civil Affairs Bureau Marriage Registry to revoke his two marriages.

  Hu Juan found that the two men were in the same township as themselves. The two were very cooperative and wanted to "divorce" Hu Juan as soon as possible. They each gave Hu Juan a certificate, and pressed their fingerprints.

  Meng wrote in the certificate: "On December 15, 2003, when my wife Zhang and I went to apply for marriage registration, because my wife was under the age of marriage, a township cadre took us to handle specific matters They are all handled by the township cadres. What is the name of the township cadres, because it takes too long for us to remember. The marriage certificate issued at that time shows that the woman is Hu Juan that I don’t even know.   Han also stated in the certificate that when he and his wife Su Mou went through marriage registration on January 7, 2004, because the wife was not old enough, he asked a cadre in the township to help with the process. Hu Juan, he didn't even know.

  On the afternoon of June 4, a reporter from China Youth Daily and China Youth Daily contacted Han. He said that the certificate was drafted by Hu Juan's lawyer. He signed it and read his handprint after reading it.

  Hu Juan said that after she contacted Han and Meng, the three had gone to the marriage registration office of the Civil Affairs Bureau of Yongnian District, Handan City to request the cancellation of their marriage. However, the Civil Affairs Bureau did not agree with their request and suggested that they take a legal approach.

  In 2019, Hu Juan brought the Civil Affairs Bureau of Yongnian District, Handan City to court, and asked the court to rule that her marriage registration with Meng Mou and Han Mou was invalid.

  In the court, the defendant Handan City Civil Affairs Bureau argued that Meng Meng and Han Meng held their own and Hu Juan’s permanent population registration cards, the public security organ’s family registration certificate, and a photo of both men and women when they registered their marriage. The photo is also consistent with the person who obtained the certificate. Both men and women go to the marriage registration agency to apply for registration in person, and sign and sign the marriage registration statement in person. The registration agency will only go through the marriage registration process after the examination is correct. The marriage registration authority only conducts formal examinations and does not conduct physical examinations.

  The People’s Court of Yongnian District of Handan City held that, according to the relevant provisions of the Administrative Procedure Law of the People’s Republic of China, when the plaintiff filed a lawsuit, the administrative action against the plaintiff in this case had been more than 5 years since the date of the act.   On the afternoon of June 4, Pei Yanghua, director of the Marriage Registration Office of the Civil Affairs Bureau of Yongnian District, explained to reporters from China Youth Daily and China Youth Daily that they did not rescind the marriage for Hu Juan because the marriage law stipulates that only marriages under duress can be relied upon by public security organs. They can only revoke the certificate issued. In other cases, the marriage registry has no right to revoke the marriage, and can only be resolved through the courts through judicial channels.

  Why can Hu Juan's personally identifiable information be used to register for "marriage" twice? Pei Yanghua explained that before 2011, the marriage registration in Handan City did not have Internet access, nor did it have face, fingerprint recognition and other systems.
