[Commentary] The third session of the 13th National People's Congress closed in Beijing on May 28. The meeting voted to pass the "Decision of the National People's Congress on Establishing and Improving the Legal System and Enforcement Mechanism of the Hong Kong Special Administrative Region to Maintain National Security." On the afternoon of the same day, the Hong Kong Law Exchange Foundation held a press conference in Hong Kong, and many legal professionals analyzed and interpreted this. The Chairman of the Executive Committee of the Hong Kong Law Exchange Foundation and Barrister Man Kwok stated that, according to Article 58 of the Constitution of the People ’s Republic of China, the National People ’s Congress and the Standing Committee of the National People ’s Congress exercise the power of national legislation, explaining the origin of the legislative power The legislative power of the Hong Kong Special Administrative Region comes from Article 62, paragraph 14, of the Constitution of the People ’s Republic of China. The National People ’s Congress decides on the establishment of the Special Administrative Region and its system. The Isle of Man pointed out that, in essence, national security matters are under the jurisdiction of the central government and not within the autonomy of the Hong Kong Special Administrative Region.

  National security is not a matter of Hong Kong ’s own management, and its literal interpretation and content, as well as its position in the Basic Law, infer that this is the power of the state, not the power of Hong Kong. The National People ’s Congress and the Standing Committee of the National People ’s Congress are the country ’s highest legislative bodies and have the highest legislative power. They have the legislative power of all China, including Hong Kong, because Hong Kong is a part of China. The decision of the National People's Congress is constitutional and legal.

  [Commentary] Article 4 of the "Decision" stipulates the mechanism for the central government to establish a national security agency in the Hong Kong Special Administrative Region.

  If the central government wants to establish an organization in Hong Kong, no one needs to agree because the central people ’s government has the power to approve.

  [Commentary] Ding Huang, Vice Chairman and Counsel of the Executive Committee of the Hong Kong Law Exchange Foundation, said that the "Decision" can find a clear legal basis in the "Constitution of the People's Republic of China" and the Hong Kong Basic Law. Article 23 Legislation is not contradictory. He also pointed out that the relevant content of the "Decision" will not affect the daily lives of ordinary Hong Kong citizens.

  Will this new law affect ordinary people? Let ’s not listen to anyone saying how the opposition will cover up and how to say. The Standing Committee of the National People ’s Congress has decided on the draft (the “Decision”). The black and white text only supervises actions in four areas that affect the state level, including Split, subvert, penetrate, destroy. Freedom is not covered. I used the old saying of decades ago, dancing and jumping, and horses and running. Time will prove everything. After the text of this new law is published, all guesses, all discredit, all conspiracy theories, all uneasiness and fear will be solved, and they will not be attacked by themselves.

  [Commentary] Fu Jianci, a specially invited member of the Hong Kong and Macao Research Society of Hong Kong and the vice chairman of the Executive Committee of the Hong Kong Law Exchange Foundation, pointed out that national security legislation belongs to the central authority. He believes that the "Decision" will effectively combat black violence, terrorism and other acts and activities. To plug national security loopholes and make up for deficiencies in Hong Kong ’s local laws; it will help stop riots, restore order, safeguard Hong Kong ’s fundamental interests, and bring Hong Kong back on track.

  The central government's rescue of Hong Kong has the right and responsibility, is constitutional and legal, and is reasonable. It will not weaken the human rights and freedoms enjoyed by the public under Article 27 of the Basic Law. I hereby appeal to all citizens of Hong Kong to part with violence and refuse to speculate. In particular, young people should not be used as "cannon fodder" to test their own methods and destroy their own future.
