  The statement was jointly signed by 84 district board members in Hong Kong. The statement stated that the Hong Kong Special Administrative Region has been back for more than 20 years, and it has yet to establish a legal system and enforcement mechanism for maintaining national security, which is unreasonable. Since the storm of amendments in June last year, violent terrorist forces have continued to provoke violent incidents in all districts of Hong Kong and inside and outside the parliament, blatantly holding up the banner of "Hong Kong independence" and advocating the act of splitting the country. In the case of serious threats to national security and lack of relevant laws, the National People's Congress legislated to improve Hong Kong's legal system and enforcement mechanism in safeguarding national security, guarding "one country, two systems", which is legitimate and reasonable. Legislation of the National People ’s Congress is aimed at splitting the country, subverting state power, organizing terrorist activities, foreign and foreign forces interfering in the affairs of the Hong Kong Special Administrative Region, etc. It does not affect the majority of law-abiding Hong Kong citizens to normally enjoy and exercise their legal rights And freedom.
