One of the agenda items was the motion proposed by the Standing Committee of the National People ’s Congress for consideration of the “Decision of the National People ’s Congress on Establishing and Perfecting the Legal System and Enforcement Mechanism for the Maintenance of National Security in the Hong Kong Special Administrative Region.
National security is the foundation of people's livelihood and prosperity throughout the country. The stability of the country and Hong Kong will help economic development and improve people's livelihood. The Hong Kong Special Administrative Region is an inseparable part of the People ’s Republic of China.
