One of the agenda items was the motion proposed by the Standing Committee of the National People ’s Congress for consideration of the “Decision of the National People ’s Congress on Establishing and Perfecting the Legal System and Enforcement Mechanism for the Maintenance of National Security in the Hong Kong Special Administrative Region.

  National security is the foundation of people's livelihood and prosperity throughout the country. The stability of the country and Hong Kong will help economic development and improve people's livelihood. In accordance with the latest situation and actual situation, the National People's Congress exercises the functions entrusted by the Constitution and formulates relevant legal systems, which is in line with the interests of the country and the society as a whole.
