If there is an environment where it wriggles dry since the lifting of containment in France, it is that of recreational fishing, whether continental (called freshwater, because practiced in rivers, lakes, canals…) or maritime (aboard a pleasure ship, on foot, scuba diving, etc.). Quite a few readers ask us if it is possible to bring out the cane and the musette, without contravening the essential health security measures to avoid a second wave of new coronavirus:
“I live in Paris and I see fishermen again on the banks of the Seine. Is this allowed? Am I risking a fine? " Jean Pierre
"Can I practice fishing in the Paca region on the shores of the Mediterranean? »Betza
“Open beaches, ok, stay in a dynamic situation, ok: but do we have the right to fish by the sea or by shore fishing? »Didier
"Living in Finistère, can I fish by the seaside outside the beaches (example, on the rocks)? »Bailiff
Here are the answers we found:
Renewed interest. Recreational activity par excellence, but also monitoring ecosystems, recreational fishing could be one of the big winners of the pandemic. "Since May 11, many people, young and old, have been calling us to find out how they can get into - or get back into, for former amateurs - fishing," admits Hamid Oumoussa, director of the National Federation of fishing (continental). With confinement, they realized how important it was to have moments of well-being, to disconnect, and to pay attention to the environment. They need to find safe values. And fishing allows it. "
Freshwater fishing allowed ... To come to the point: yes, it is possible, since the containment is lifted, to go back and tease the fish. Even if, small subtlety in passing, it was never forbidden to do so, slips Hamid Oumoussa. And this, from the moment you stay within the radius of 1 km around your home, that access to the site was authorized, that you stay there for one hour and that you respect the barrier gestures (ok, that's a lot of conditions).
… But subject to conditions. Concretely, today, you risk nothing going fishing in fresh water. "Respecting social distancing, the maximum number of participants (10), the radius of 100 km not to be exceeded," recall Ludovic Hibon and Loïc Morin, the founding cousins of the Comptoirdespêcheurs.com website. Be careful, however, in areas classified red, as is the case for Ile-de-France, for example, some parks and public gardens remain closed. Do not tempt the devil by wanting to access a body of water that would be inside one of them. "Nothing beats before a call to your town hall [or your prefecture] if you have the slightest doubt about the authorization or not," insist Ludovic Hibon and Loïc Morin.
Note also that, if you must be in good standing with government decisions, you must also be in compliance with the regulations in force in the freshwater fishing environment: namely "be affiliated with an association approved for fishing and the protection of the aquatic environment (AAPPMA) and having a fishing license ”, recalls Hamid Oumoussa. The risk: being fined, the first fines starting at 150 euros. FYI, the card is valid for one year (from January 1 to December 31) and costs 10 euros.
Case by case for recreational fishing at sea. As for sea fishing (shore or rod fishing, fishing on board a boat, underwater fishing), it's a different story. , because much of the regulation is local. To deal with the Covid-19 epidemic, access to the beaches is prohibited, whether you live in an area classified as red or green (the deconfinement map is here). However, the prefect can authorize these accesses, if it is possible to respect barrier gestures and social distancing, as well as the limitation to 10 people in a public place.
Also, be aware that, if it is again possible to access pleasure vessels and boats, they must remain in port, nautical and pleasure activities being prohibited. We can therefore only advise you, like the Comptoirsdespêcheurs.com site, to regularly consult the website of your prefecture to find out the rules in force in your department.

Convenient. The National Fishing Federation in France has recently made a free application for mobile phones available to fishermen, in order to further digitize its activity and make life easier for fishermen.
