The memorial monument "After July 22" will consist of 77 three-meter-high bronze players. Each pillar will represent one of the death victims of Anders Behring Breivik's terrorist act on July 22, 2011. "After July 22" will be built on the Utøyakajen, near the island where the deed took place.

- We have been working on this project for a long time and are very pleased that the municipality made this decision, says architect Beate Hølmebakk to the Culture News.

- Not least we are happy for everyone who has been waiting for this memorial, and look forward to it being ready for next year when it is ten years since the massacre took place.

Has been surrounded by conflict

That a memorial is lost has not been obvious, and Thursday night's decision comes in the wake of several years of conflict with residents in the area.

Several of them have been critical of the memorial, as it would be a daily reminder of the trauma. These have also told Norwegian media that they will try to stop the project in court if it is voted on.

- Many people react with disbelief. Statsbygg takes away the opportunity to move on with our lives, says Maria Holtane-Berge, resident and chairman of the association Utstrandas well, to NRK.

The first project was stopped

The first memorial proposal, signed by Swedish artist Jonas Dahlberg, was scrapped precisely because of neighborly protests. Dahlberg's Memory wound, which was the winning contribution in an artist competition, would have become a 40 meter long and 3.5 meter wide cut through the cape near Utøya.
