[Commentary] On May 14th, the State Council Information Office held a press conference to introduce the masses of procuratorial organs' letters and visits and responded to the work. Chen Guoqing, deputy chief procurator of the Supreme People's Procuratorate and second-level chief prosecutor, said that in the past year, procuratorates across the country received more than 970,000 letters and visits from the people, and nearly 140,000 of them met the acceptance requirements of procuratorates. The inspection authorities responded to the letters and visits received within 7 days and 3 months, with a response rate of 99.3%.

From March 2019 to March 2020, procuratorial organs across the country received a total of 971400 letters and visits from the people, and the Supreme People's Procuratorate received 188755 letters and visits. Within 7 days of receiving these letters and visits, we have achieved "to answer back" and "to be able to return", and more than 139,900 cases have met the acceptance requirements of the procuratorate. We responded within 3 months of the case, the response rate 99.3%.
[Explanation] Chen Guoqing introduced that the procuratorate is facing a large number of letters and visits from the people, and it is a great challenge to achieve "with a piece of reply". To this end, the People ’s Procuratorate of the High People ’s Procuratorate and the procuratorial organs at all levels across the country have adopted a series of measures. In the past, the complaint department was mainly responsible for handling letters and visits. Now, the Tenth Procuratorate of the High Procuratorate mainly accepts and examines. There are also four criminal prosecutions. Offices, including ordinary criminal crimes, serious crimes, economic crimes and job crimes, these several offices have mobilized to handle letters and visits cases, (cases) belong to (cases) under the jurisdiction of the procuratorate. Therefore, we require each case handling team and each prosecutor to handle complaint letters and visits, so as to connect letters, visits, and case response.

In December last year (2019), the National Procuratorate's Online Letters and Calls System 2.0 was launched, and the National Level 4 Procuratorate can implement full process monitoring of every letter and visit received, every entry, transfer, follow-up supervision and inquiry feedback.
