From May 11, the first day of deconfinement, it will be possible to go out freely in the streets. This was confirmed this Thursday by the Minister of the Interior, Christophe Castaner. This freedom of movement will however be limited: travel must be done within the department of residence, or within a radius of 100 kilometers as the crow flies from the place of residence. Only professional and family travel for "compelling reasons" will be authorized beyond.

Professional certification may be sufficient

What will these “compelling reasons” consist of? During their speech, Edouard Philippe and Christophe Castaner gave some leads. In the case of professional reasons, the Minister of the Interior cited "the only trades that require mobility", before giving the example of truck drivers.

The Prime Minister has taken the example of a lawyer who should go to plead more than 100 km from his place of residence. Asked about the case of representatives and salespeople who would like to meet a client, the National Police replied on their chat, that all trips can be justified "in the exercise of professional activity", on condition of presenting a certificate of the employer.

The vagueness on family reasons

As for "compelling" family motives, the same vagueness reigns following the Prime Minister's declarations. Christophe Castaner clarified that it could be "mourning or helping a vulnerable person". On April 29, on CNews, Sibeth Ndiaye was a little more vague on this subject: "If we have to take care of a loved one who is fragile, help someone in his family," said the government spokesperson. .

It should therefore not be possible to travel very far for other family reasons. Edouard Philippe added on Thursday that "traveling more than 100 km to bring the children to the grandparents cannot be admitted". The National Police, for its part, indicates that a "health reason is necessary".

As for those who have left their home to confine themselves, and in particular the Ile-de-France residents, they should be able to return home without problems. "When they left, they had the right to leave (...) They have the possibility of returning to their principal residence to resume a professional activity or to educate the children", indicated this Sunday Christophe Castaner on the chain LCI. Provided, however, that they have "completed a certificate of return to their home, compelling family reason". Not sure, however, that the order has gone well: questioned this Thursday on her cat, the National Police explained to 20 Minutes  that the return to the home after confinement to green "is not subject to exemptions".

Tolerance of the police

From this Monday, "controls will be organized in stations, terminals or on certain sections of motorways and high traffic roads", to verify compliance with these new travel rules, said Thursday the Minister of the Interior. Any person checked must therefore be provided with the new (completed) certificate which will be accessible via the website of the Ministry of the Interior in paper or digital format.

"Again, we are counting on good citizenship and the responsibility of the French, but offenders will be penalized: the amount of the fine will not change, 135 euros likely to increase in the event of a repeat offense," warned Christophe Castaner on Thursday. However, according to our colleagues from Paris , Matignon clarified that "the police, who will receive instructions from their hierarchy, will judge with the necessary rigor and humanity".
