The government yesterday saved the vote to extend the state of alarm thanks to the generosity and status of the constitutional opposition. Although Pablo Casado was forceful in his criticism of the negligent management that the Executive has made of the pandemic, his final abstention and the yes of Cs allowed the authorization of a new extension. Sánchez had guaranteed himself sufficient support thanks to the in extremis agreements with Cs and the PNV: the concessions agreed with them suppose the recognition that it was possible to modify the conditions of the de-escalation. The PP criticized the decree but did not oppose it after regional barons leaned towards this option. What Sánchez cannot claim is to maintain sine die special powers that blatantly limit the rights of free movement and assembly. Much less do it through unacceptable blackmail, by linking the fourth extension of the alarm to the maintenance of economic measures - including ERTEs - to mitigate the effects of the coronavirus crisis.

Sánchez again insisted in the plenary session of Congress that there is no Plan B to the constitutional provisions that protect the single command of the Government. However, both the opposition and some investiture partners pointed out the alternatives contemplated in ordinary legislation . The National Security Law and public health regulations - both the Organic Law on Special Measures in Public Health Matters and the General Law on Public Health - would allow de-escalation to be carried out without resorting to the exceptional nature of a single command that has revealed a failure, but under government supervision. It would be a major irresponsibility -in addition to an abuse: the Spanish do not have to pay with their liberty for the botchings of Moncloa- to extend the state of alarm for another six weeks, as Sánchez threatened: a delirium, seeing their growing isolation. The recovery of normality must also go through a gradual and orderly return to ordinary management . Sánchez cannot continue to confuse loyalty with vassalage. You cannot ignore the autonomies and then ask for institutional cooperation. You cannot despise the opposition, to the point of not informing the PP president and then demanding that he remove the government from the impasse in which the abandonment - in the ERC case - of its allies puts it.

Yesterday's session staged the need to seek agreements at a juncture in which, in addition to the health emergency, there is the economic and social one. It is up to the President to end the despotic disjuncture between him or the chaos and promote a de-escalation that does not violate the fundamental freedoms of the Spanish.
