The Government of Spain will approve today in the Council of Ministers the investment of 20 million euros in a guarantee fund that will allow a credit volume of, according to its estimates, 800 million euros to alleviate the stoppage of the cultural industry caused by the crisis of the coronavirus.

The measure is a change in the expectations of the sector , which since the end of March expected direct investment from the government that would translate into non-return aid for its companies and professionals, as has happened in Germany, France and Italy. The Minister of Culture and Sports, José Luis Rodríguez Uribes, referred to that game at the end of March and discussed it with the representatives of the industries and with the Minister of Finance for more than a month and a half of successive postponements. Now, in early March, direct aid becomes a line of soft credit.

The 20 million euros will allow interested parties to negotiate delayed loans with their banks that will be guaranteed by the State . How to interpret the new approach? Last night, representatives of the film industry (whose companies have larger structures and have experience in the management of credits backed by public amortizations) gave the measure well. On the other hand, the representatives of the bookstores recognized their disappointment for what at that time was a rumor.

The model that the Government has chosen is based on the operation of the Reciprocal Audiovisual Guarantees Surety Society known by the acronym SGR and which already works to finance film productions. This new SGR (called Crea SGR), will be accompanied by more measures aimed at rescuing culture: according to the newspaper ABC and has confirmed EL MUNDO, the Government will spend five million on direct aid for independent bookstores and 13.2 million for the owners of movie theaters . There will also be fiscal measures, a partial payment guarantee for public contracts canceled by the coronavirus, and flexibility in managing unemployment benefits for self-employed professionals.
