We will have to take his trouble patiently. This Monday, the Minister of Labor considered it "reasonable to say" that telework could remain massive until the summer. Muriel Pénicaud called on the social partners to quickly negotiate a framework for this working method if they wish.

"Today there are 5 million French people working in telework, and in the context of progressive deconfinement, it is important that they continue to telework (...)", said Muriel Pénicaud on Franceinfo. However, to prevent management abuses, a company must define, via “a charter” or “an agreement” with the unions, “a manual for teleworking” which provides in particular “hours of disconnection”, a-t it estimated.

Risks of stress and overwork

"Telework cannot be available day and night, 18 hours a day, seven days a week," said Muriel Pénicaud. “You can't hang on your phone or your computer all the time. It is a source of overwork, of stress, ”she acknowledged.

The minister said she was in favor of opening a national negotiation between the social partners on this subject, as the unions have mentioned in recent days, but on condition that it be rapid. “It is up to them to decide whether a negotiation is necessary. If they do it, which could be good, they do it quickly. If the result of the negotiations arrives in September-October, it is interesting for the future but it will not be operational for the next phase, ”she pleaded.

Answers at the end of the month

She also called on employers to be “caring” during this period because “you can't work the same way with two children at home”. “We cannot work as before for the moment. But, between not working and working anyway, working is better for the economy, for employment and for everyone. You have to be understanding, ”she concluded.

In addition, the minister indicated that 11.7 million employees in 911,000 companies were now affected by short-time working. She postponed until the end of May the decision on the possibility of still benefiting from partial unemployment for childcare in June, suggesting that it would depend on the total or partial reopening of schools.

To benefit from it in June, “maybe we will need a certificate from the school stating that it cannot accommodate five days out of five, with full hours… We will assess that at the end of the month, we'll see how it goes deconfinement, "she said.
