  • The containment exit plan, presented this Tuesday by Edouard Philippe to the Assembly, will be progressive as of May 11.
  • Several daily activities will be authorized again. Yes, but which ones?

Will the fateful date of May 11, the announced start of the deconfinement, mean a return to normalcy in the life of the French? Far from it, since the containment exit plan, presented this Tuesday by Edouard Philippe to the Assembly, will be progressive, in an attempt to stem the epidemic of coronavirus.

However, several daily activities will be authorized again, most often with new rules compared to life before. But which ones? What are we going to be able to do (or not do) in concrete terms? And for how long ? 20 Minutes takes stock.

Will I be able to leave my home without a certificate?

No more attestation on paper, on smartphone, on both, or not all, at the risk of taking a fine. From May 11, it will be possible to leave your home and "move around without certification" on the street, said Edouard Philippe on Tuesday.

Am I going to be able to see friends?

Some had defied the ban and had seen each other in secret during the confinement. From May 11, it will be possible to see "in real" his relatives and friends, since gatherings in private places will be authorized again. However, they will be limited to a maximum of 10 people, as well as for gatherings on the public highway. Edouard Philippe clarified that private visits, when they resume, must "be surrounded by precautions, like outings".

In addition, people over the age of 65, who are among the most vulnerable, will be asked to continue to limit contact with the outside as much as possible.

Am I going to be able to go to the stores?

Yes, for the vast majority of them. All of the stores that were considered "non-essential" during the containment will reopen on May 11, as will the outdoor markets. They will have to "respect strict specifications", according to Edouard Philippe, by "limiting the number of people present at the same time". Stores can also refuse a customer to enter if they are not wearing a mask.

On the other hand, the prefects will be able to prohibit the opening, on May 11, of shopping centers of more than 40,000 m2, which could drain too many people.

And to have a drink on the terrace, you will have to wait a little longer. Cafes, bars and restaurants will not reopen on May 11, and the decision regarding them will not be made before the end of May, to decide whether or not they can open after June 2.

Will I be able to go on weekends?

It depends on what we mean by "weekend". Because if trips outside the home will no longer be, as we have seen, subject to a derogation from May 11, it will be prohibited to go more than 100 km from home without valid reason. Namely: "an imperative, family or professional reason". The government wants to continue "to discourage travel between departments," according to the Prime Minister. It will therefore not be possible to leave your department during the Ascension Bridge.

Will I be able to go to the beach or get some fresh air in a park?

For the beach, it's always no. Closed since the start of containment, the coast will remain "inaccessible to the public at least until June 1". What about public parks and gardens? This time, the situation will depend on the place of residence. Because they "can only open in departments where the virus does not circulate actively". Clearly: in the territories that will be green, where the circulation of the virus is "limited", it will be good. And in those in red, where the circulation of the virus is "high", we will still have to wait.

Am I going to be able to play sports?

Yes, but not all. The practice of an individual outdoor sporting activity is authorized during confinement. For an hour, and less than a kilometer from the house. These time and space barriers will fall from May 11. However, the rules of physical distance must always be observed.

What about the pool? Indoor sport? It's no. "It will (not) be possible to practice sport in covered places," said Edouard Philippe. Collective or contact sports (football, basketball, handball, rugby, etc.) will also have to wait.

Will I be able to afford a little cultural outing?

A little, but not too much. Media libraries, libraries and small museums can reopen on May 11. This is not the case for large museums, cinemas, concert halls, theaters and festivals, knowing that any event of more than 5,000 people is prohibited until September.

Will I be able to attend a religious service?

Places of worship may continue to remain open. But Edouard Philippe considers it “legitimate” to (…) ask not to organize ceremonies before June 2. Regarding weddings, the line will always, at least initially, to propose a postponement. Funerals will remain permitted, up to a maximum of 20 people, and cemeteries will reopen on May 11.

Am I going to be able to watch soccer on TV?

Yes… But only reruns. Because the 2019-2020 season of professional sports, especially Ligue 1, will not resume.
