  • May 11 marks only the first stage of deconfinement.
  • Many opportunities will mark the weeks to come.
  • 20 Minutes takes stock of the calendar sketched out on Tuesday by the Prime Minister.

It's not just May 11. If this date is in everyone's mind since the last speech by Emmanuel Macron, the deconfinement will in reality be very "progressive", underlined Edouard Philippe before the National Assembly on Tuesday. Reopening of shops and educational establishments, definition of “red” zones, partial unemployment scheme… the fight against the coronavirus is not over. 20 Minutes provides an update on the calendar for the coming weeks.

Thursday April 30: the map of the red zones

Jérôme Salomon, Director General of Health, will present this Thursday the first map of the departments in the “red” category, “where deconfinement must take a more strict form”, and of those classified in “green”, where the circulation of the virus is considered "limited", announced Edouard Philippe. This document will be updated daily based on the “new case rate”, “regional hospital capacities in intensive care” and patient detection capacities.

The Prime Minister will also begin discussions on Thursday with employee unions and employers' representatives on the return to work from May 11.

Saturday May 2: a text to extend the state of health emergency

The government will present a bill to the Council of Ministers to extend the "state of health emergency", in effect until May 23, "perhaps until July 23". A text which will be submitted to Parliament "next week".

Thursday May 7: the “final cut”

Publication of the map. The one that will set the deconfinement conditions four days later, depending on the category, red or green, of each department. Because, as Edouard Philippe pointed out, the deconfinement will be "adapted to local realities", and therefore more limited in the areas most affected by Covid-19.

Monday, May 11: deconfinement, act I

This is the big day ! A large number of activities prohibited since March 18 will be authorized again, as we detail in this article. The teachers will make their pre-school year to launch the gradual reopening of nursery and primary schools from May 12 "everywhere on the territory, and on a voluntary basis".

Monday, May 18: reopening of colleges in areas little affected

"From May 18, but only in departments where the circulation of the virus is very low, we can consider opening the colleges, starting with the 6th and 5th," announced the Prime Minister. We detail all the announcements relating to the school in this article.

Thursday May 22: it's a holiday!

"Ascension Thursday will be a great holiday," reassured Edouard Philippe. Phew! "But I am clearly telling the French that this is not the time to leave their department to go on weekends. Because, as announced by the chief executive, travel will be limited to a radius of 100 km from the home, except "for a compelling reason, family or professional".

Friday May 23: decision on municipal elections

This date was not recalled by Edouard Philippe in his speech, but it appears in the law establishing a "state of health emergency". This law requires the government to make known by 23 May at the latest its decision on the organization of the second round of municipal elections, based on the opinion given to it by the scientific committee on the coronavirus. The second round of these elections was originally scheduled to take place on March 22.

"End of May": decision on high schools, cafes and holidays

"It is at the end of May that we will decide in particular on the reopening of cafes and restaurants," announced Edouard Philippe. This reopening could then take place "after June 2". Other decisions expected during this period: those on "holidays", but also, in a completely different register, on the reopening of high schools, "starting with professional high schools, in early June".

Monday, June 1: evolution of the partial unemployment scheme

“The partial activity system, which is one of the most generous in Europe, will remain in place until June 1. We will then have to adapt it gradually, to support the resumption of activity if the epidemic is under control, warned Edouard Philippe. Of course, we will continue to protect the vulnerable and the professional sectors that would remain closed. "

Tuesday, June 2: new stage of deconfinement?

Beginning of "phase two" of deconfinement, which "will go until the summer". Bars and restaurants could, for example, be allowed to raise the curtain again on this date, according to terms to be defined. The beaches, halls and place of worship could also reopen, said the head of government.

The period between May 11 and June 2 should indeed allow, according to Edouard Philippe, to "verify that the measures implemented allow to control the epidemic, and to assess, according to its evolution, the measures to take ”for the rest. "It is therefore by climbing three-week marches that we will move forward," warned the head of government, who called the French to "good citizenship" to allow the crossing of a new "march" on June 2.
