The government intends to massively test people with symptoms of Covid-19, and set up "brigades" in each department to identify these contacts, announced Edouard Philippe this Tuesday during the presentation of the deconfinement plan to the Assembly national.

The Prime Minister reaffirmed his objective of having 700,000 tests per week from May 11 and stressed that those tested positive will be asked to isolate themselves at home, which will cause the confinement of the entire home for fourteen days, either in a place made available, in particular requisitioned hotels.

The figure of 700,000 is linked to epidemiological models, which predict 1,000 to 3,000 new cases per day from May 11. For each case, it will be necessary to test on average "at least 20 to 25 people who met him in the previous days," said Edouard Philippe before the deputies.

That is to say a total of 525,000 per week, which leaves a margin of 175,000 for, beyond these chains of contamination, "to implement screening campaigns as we have already engaged for EHPAD in particular", continued the chief of the government.

Contact identification

As soon as a person has been tested positive, "we will initiate a work of identification and testing of all those, symptomatic or not, who have had close contact with him", insisted the Prime Minister, specifying that the tests will be 100% reimbursed by social security.

This tracing will be done in the family unit thanks to nurses and city doctors, but on a larger scale, pending the possible deployment of the StopCovid digital application, for which "the debate is premature".

"In each department, we will form brigades responsible for compiling the list of contact cases, calling them, inviting them to be tested, telling them where they should go, and then verifying that these tests have taken place. and that their results give rise to the correct application of national doctrine. "

These brigades could be made up of health insurance teams, communal social action centers, town halls, departments or even associations like the Red Cross, he noted, adding that the organization would do locally. The president of the Scientific Council Jean-François Delfraissy recently estimated that 30,000 people could be needed.

Once identified, the contaminated people will have to isolate themselves. "We will give the choice to the person tested positive to isolate himself at home, which will lead to the confinement of the whole home for fourteen days, or else to isolate himself in a place made available to him, in particular in requisitioned hotels" , underlined the Prime Minister, counting on the local actors (prefects, territorial collectivities…) to accompany these people.

"We will provide for control devices, if they should be necessary, but our objective is to rely largely on the civic spirit of each," he noted.
