In accordance with the arrangement and deployment of the Ministry of Agriculture and Rural Affairs of China, the Department of Agriculture and Rural Affairs of Yunnan Province has established a "two horizontal, three vertical" and "three combination" monitoring and prevention system.
"Two horizontal and three vertical", that is, the establishment of two horizontal monitoring prevention and control belts in 18 southern border counties and 10 northern province border counties, to do well in the monitoring and prevention of overseas migration and domestic relocation insect sources; established in 20 counties Three longitudinal monitoring prevention and control belts, do a good job in the monitoring and prevention of flying insect sources in the province. Yunnan will rely on Yunnan Agricultural University, the Academy of Agricultural Sciences and other scientific research institutions to arrange funds to establish a cooperation group on Spodoptera frugiperda monitoring and prevention and control technology to carry out research on the occurrence dynamics, catastrophe law and prevention and control points of Spodoptera frugiperda, as the basic level Provide technical guidance for prevention and control. As of April 17, Yunnan Province has held 108 training courses for Spodoptera frugiperda prevention and control technology, 7199 people including farmers and agricultural capital operators, and distributed 155,000 copies of propaganda materials for prevention and control of Spodoptera frugiperda.
On March 27, Yunnan Province allocated 100 million yuan of central disaster relief funds, focusing on supporting the construction of monitoring sites, unified prevention and control, and technical training. On April 7, the "Notice on Further Monitoring and Prevention of Spodoptera frugiperda" was issued, and a "January Two Report" fund use scheduling system was established, requiring Yunnan municipalities to strengthen fund performance management to ensure that funds are available early and adequately.
