France is slowly preparing for deconfinement, which must take place from May 11. But, even after this date, the movement of populations between regions will have to be very limited, under penalty of relaunching the epidemic, warned this Thursday the Director General of Health, Jérôme Salomon.

“What will have to be avoided are interregional transport and population exchanges between massively affected areas and areas little affected, (or) this is how we will reactivate the circulation of the virus. (…) It is an attitude that one must have during deconfinement, to be very attentive to interregional flows ”, said Jérôme Salomon, questioned by the fact-finding mission of the National Assembly on Covid-19 .

Departments spared, others affected

“We have no explanation for viral circulation and whether or not there are affected areas. The French departments are affected in an extremely heterogeneous way while we have a fairly homogeneous health system on the territory, "he said.

"The risk of an epidemic resumption exists, we must prepare for it", he insisted, noting that "current immunity is weak, it is weak worldwide". According to specialists, it would be necessary that a significant proportion of the population, of the order of 60 to 70%, has been contaminated and has developed antibodies in order to generate collective immunity, allowing the extinction of the circulation of the virus.

Minimize contacts

"We are not going to want collective immunity when we start at 5.6% (estimate by Inserm of the rate of the population that will have been infected on May 11) and we want to reach 60%, because "There is no question that the viral circulation continues at a very high level, there is no question that we accept new deaths in large numbers or new people in resuscitation with human dramas," continued Professor Solomon.

“The goal is that we have the lowest viral circulation, the lowest number of patients, the lowest number of admissions. And all the barrier measures, the physical distancing measures, the social distancing measures which will continue with teleworking and the reduction of contacts for weeks and months, aim to wait until we have therapeutic strategies and immunization strategies, ”he said.

“This is why containment must be successful, because it has a very clear objective: to reduce the impact of this first wave. We have reduced by 83% the impact of this first wave (…) and we must continue this containment to reach the lowest level of circulation of the virus on May 11, ”said number 2 of the Ministry of Health. He also reaffirmed the objective of being able to carry out 700,000 tests per week on May 11 and that it would be necessary to "discuss all together", of a possible compulsory use of masks, in particular in public transport.
