In 2008, Guangzhou took the lead in building a "national forest city", which opened the prelude to the construction of a forest city in the Pearl River Delta. Subsequently, Huizhou, Dongguan, Zhuhai, Zhaoqing, Foshan, and Jiangmen successively established national forest cities. In 2018, Shenzhen and Zhongshan were also awarded the title of "National Forest City", so that 9 cities in the Pearl River Delta achieved full coverage of "National Forest City".

The person in charge of the Guangdong Provincial Forestry Bureau said that at present, the Pearl River Delta National Forest City Cluster has basically taken shape, and 13 of the 16 indicators for the creation of the Pearl River Delta National Forest City Cluster have reached or exceeded the target value. The indicators that have been completed well include the park green space service radius. Coverage, regional ecological corridor completion rate, urban near-natural forest plantation ratio, regional ecological public welfare forest ratio; the three indicators that still need to be improved are regional forest coverage rate, forest town compliance rate, and per capita park green area. Through the construction of the project, the target can reach the planned target value by the end of 2020.
The meeting proposed that during the tough period, all areas of the Pearl River Delta should promote the construction of forest city clusters at a higher level, always aiming to improve the benefits of Huimin, Huicheng and Huiqun, promote interconnection and integration, and initiate the implementation of a series of connectivity Each other's ecological projects, and relying on ecological corridors, expand the forest tourism space, and combine forest culture and historical culture to create fine forest tourism routes.
The meeting said that the Pearl River Delta region should continue to increase efforts to promote the construction of park green space and increase the per capita park green space in urban areas; pay close attention to the implementation of projects such as the precise improvement of forest quality, coastal protection forests, forest tourism rehabilitation bases, and the construction of nine popular science venues.
