The SMS should be sent to "114". The operators behind this emergency SMS will then notify the police by sending them the victim's contact details. "It is a device that is initially worn by the Grenoble University Hospital, and is dedicated to deaf and hard of hearing people, allowing communication by SMS," explained Christophe Castaner.
