Talking about whether to organize charter flights to return overseas citizens, Jin Junhao said that for cities with concentrated demand and flight destinations with receiving support capabilities, major air transport security mechanisms will be activated as appropriate.

In accordance with the country ’s overall deployment of strengthening caring and care for Chinese citizens abroad, the Civil Aviation Administration strictly implements the relevant deployment requirements of the joint prevention and control mechanism of the State Council. For cities with concentrated demand and flight destinations capable of receiving guarantees, we will initiate major air transportation as appropriate. As a guarantee mechanism, civil aviation also has the ability to open temporary overtime and charter flights in a timely manner.

[Explanation] At the press conference, Liu Haitao, director of the Department of Frontier Inspection and Management of the State Immigration Bureau, also introduced the situation of “suspending foreigners from entering China with a current valid visa and residence permit”. He pointed out that the move is a reference to the current practice in many countries and is a temporary restriction measure that must not be taken.

For mainland residents who leave the country, the border inspection personnel must check the latest entry records during the inspection. If they find entry records within 14 days, they must resolutely prevent the exit and transfer them to the competent department in the place of origin to handle them according to law. Any foreign tourists who come to China in violation of the regulations during the quarantine period will be handed over to relevant authorities in accordance with the law and will be prohibited from re-entering them within a certain period of time.
