On strengthening the management of vehicles and personnel in and out of Wuhan (No. 17)
In order to make every effort to ensure the epidemic prevention and control in this city, consolidate the results of epidemic prevention and control at this stage, prevent internal proliferation, and prevent external export. According to relevant laws and regulations, the related matters concerning strengthening the management of vehicles entering and leaving the city are as follows:
I. City and vehicle management
(1) The personnel and vehicles that must enter the city due to the protection of epidemic prevention and control, urban operation, production and living, and transportation of epidemic prevention materials, as well as Wuhan citizens and vehicles stranded outside, shall be handled in accordance with the relevant regulations of the provincial and municipal epidemic prevention and control headquarters. (2) In the city's access road, the city's epidemic prevention and control headquarters will set up a comprehensive service station to conduct vehicle and identity checks, vehicle disinfection, and body temperature for vehicles and personnel entering the city (in principle, two people including one driver). (3) The epidemic prevention and control headquarters of each district shall organize relevant employers, communities, and travel agencies to do a good job of filing information for the personnel entering the city. Out-of-city vehicle management
(I) Water, electricity, oil, gas, and living goods vehicles that guarantee the operation of our city (vehicles in this city), with the certificate issued by the unit, a work order, and a letter of receipt, the people on the vehicle (in principle, one 2 people (including the driver), the identity check is correct, and the temperature is normal and released in time.
(2) For vehicles donating medical supplies, epidemic prevention supplies, and living supplies in our city, the identity verification and letter of acceptance issued by the receiving unit shall be used to verify the identity of the personnel on the vehicle and release them in time after the body temperature is normal.
(3) National key projects, transportation of medical personnel, and anti-epidemic medical supplies vehicles shall be released in a timely manner after the identity verification of the personnel on the vehicle and the normal temperature detection are issued with the certificate and official letter issued by the unit.
(4) Special vehicles such as police cars, fire fighting, emergency rescue, environmental sanitation, and postal services, and vehicles printed with the words "public service vehicles" shall be released in a timely manner after the identity verification of the personnel on board and normal temperature detection.
Third, out of town personnel management
(1) Those who must leave the city due to the protection of epidemic prevention and control, city operation, production and living, treatment of special diseases, etc., and those stranded outside Han (hereinafter referred to as out-of-city personnel) can leave the city, but they must insist on going out of the city and implementing in batches The principle of timely and orderly security.
Persons leaving the city are not required to be quarantined (including confirmed patients, suspected patients, fever patients, close contacts, and cured discharged patients during the observation period), and must be in good health without fever, dry cough, or asthma.
(2) If the personnel of the units directly under the Central Government in the Han province leave the city, the units shall report to the provincial epidemic prevention and control headquarters for approval and report to the municipal epidemic prevention and control headquarters.
If the personnel of a municipal department directly leave the city, the unit shall report to the Municipal Epidemic Prevention and Control Headquarters for approval.
Personnel from the district's direct department who leave the city shall be reported to the district's epidemic prevention and control headquarters for approval, and filed with the municipal epidemic prevention and control headquarters.
If other personnel leave the city, they shall apply to the local district epidemic prevention and control headquarters for approval in accordance with the principle of territorial management and report to the municipal epidemic prevention and control headquarters for the record.
(3) The on-site civilian police inspects and approves the documents on entry to and exit from the city corridor integrated service station, and the identity of the personnel leaving the city is checked and the temperature is normal before being released.
(4) After arriving at the destination, the out-of-town personnel must perform health monitoring for no less than 14 days, and report to the local epidemic prevention and control department for the record.
