Sergey Lavrov and Sergey Shoigu retained their key positions, which means that changes in foreign policy and defense are not expected. 12 ministers were reassigned from the last cabinet, new positions will occupy nine positions. First Deputy Prime Minister Andrei Belousov (previously Anton Siluanov held the post).


Born in 1959 in Moscow, the son of a famous Soviet economist. Belousov could remain a theoretician of economic cybernetics with a Ph.D. in economics if he had not written a report in 2005, in which, among other things, he made several prophetic predictions about the 2008 financial crisis. In 2006, he joined the Ministry of Economic Development, and in 2012 he was appointed head of the department, after which in 2013 he transferred to the position of Assistant to the President Vladimir Putin on economic issues.

The head of the government apparatus: Dmitry Grigorenko (previously, Konstantin Chuychenko, who will head the Ministry of Justice, held the post).

Grigorenko was born in 1978 in Siberia, began his career in the south of the Krasnodar Territory. He has extensive experience working in tax authorities; previously, together with Mishustin, he worked in the Federal Tax Service.

The new vice-premieres are Victoria Abramchenko, Alexey Overchuk, Marat Khusnullin, Dmitry Chernyshenko. Yuri Borisov and Tatyana Golikova retained their posts.

Yuri Trutnev remains the presidential plenipotentiary in the Far Eastern Federal District.

Minister of Culture: Olga Lyubimova (Vladimir Medinsky previously held the post).

Minister of Digital Development, Telecommunications and Mass Media: Maksut Shadaev (previously held the post by Konstantin Noskov).

Born on November 11, 1979 in Moscow, held various government posts, including the post of Deputy Prime Minister of the Moscow Region. In 2018, he moved to Rostelecom to a position in the field of digital platforms.

Minister of Economic Development: Maxim Reshetnikov (previously Maxim Oreshkin held the post).

He replaced Olga Vasilyeva, who was criticized for trying to increase the number of hours of teaching the basics of religion in schools by reducing the time spent on learning foreign languages.

Minister of Health: Mikhail Murashko (Veronika Skvortsova previously held the post).

Born in 1967 in Sverdlovsk, served as head of the Federal Service for Supervision of Healthcare. Gynecologist. He was the Minister of Health of the Komi Republic.

Editor of medical journals. It is expected that due to his experience of medical practice, the work of the agency entrusted to him will receive a new impetus. The reform of his predecessor, which affected the primary health care sector, caused fierce criticism.

Minister of Justice: Konstantin Chuychenko (previously held the post by Alexander Konovalov).

A former KGB officer, in the 1980s he studied in the same group as Dmitry Medvedev at the law faculty of Leningrad State University. For many years, he held various positions at Gazprom; in 2008, he joined the administration of President Medvedev. After the return of Vladimir Putin to the post of head of state, Chuychenko retained his post, and then (since 2018) he headed the government apparatus for two years.

Minister of Labor and Social Protection: Anton Kotyakov (previously Maxim Topilin held the post).

Born in 1980 in Kuibyshev. At a fairly young age, he already worked in the regional administration, rapidly moving up the ranks. In 2014, he was appointed Minister of Finance of the Moscow Region and three years later became Deputy Minister of Finance of the Russian Federation.

Minister of Science and Higher Education: Valery Falkov (previously, Mikhail Kotyukov held the post).

Born in 1978 in Tyumen. He joined the Cabinet, leaving the post of rector of the Tyumen State University. For four years he was a deputy of the Tyumen Regional Duma, in December 2018 he joined the Council on Science and Education under the President of Russia. For him, this appointment is a big step forward.

Minister of Sports: Oleg Matytsin (previously Pavel Kolobkov held the post).

Oleg Matytsin is from Moscow.
