In addition, the cases that correspond to power harassment are divided into six types, such as “physical attacks” and “separation from human relations”, and are shown in detail.

Among these, in “spiritual attacks”, denying personality and blaming and intimidating in front of other workers fall under power harassment, while behaviors that lack social rules and manners It is not applicable to pay close attention when there is no improvement even if attention is paid.

Regarding the description of specific examples, members of the economic organization side that should clearly be applicable only because it is difficult to draw a line with business guidance, and if the definition is narrow, it may rather encourage power harassment, workers There was a disagreement with the union committee members that the subjectivity should be considered.

This time, in the draft guidelines, only specific cases have been clearly applicable. On the other hand, as the responsibility of the employer, a statement requesting consideration of the worker's side is added, and it is delicate whether it falls under power harassment. Measures to prevent power harassment will be required for large enterprises from June next year, and for small and medium-sized enterprises from the 4th year of Ordinance. So, we will formally formulate this year.
