The blockade that grips Spanish politics causes devastating effects on the economy. To the uncertainty generated by misgovernment and the failure of Pedro Sánchez to achieve his investiture is added the stoppage of payments on account , a mechanism that allows the autonomous communities of common regime to receive part of the funds corresponding to them in advance by the autonomous financing system. Asphyxiation of regions in this way is unprecedented in our democracy, and is a consequence of the fact that the Government remains in office. The State Advocacy said that the update of the deliveries on account exceeds the ordinary office of the acting Executive. However, Sanchez's failure in the investiture led to the rebellion of the Generalitat and the rest of the communities that see their accounts suffocated. To this is added, as we reveal today, that the Treasury asked the Autonomous Communities in August - through an order not made public - plans to save the 2019 deficit . Therefore, Montero not only does not unlock the funds but also requires more adjustment measures.

The situation created by the political blockade is inadmissible, in the same way that it can be described as inadmissible that the minister of the branch blackmail the PP and Citizens with lengthening the delays in case, finally, derails the legislature. Pending funds are essential to finance basic public services such as health or education, but also to keep abreast of payment to suppliers. However, late payments in the Autonomous Communities have already risen by 9.6% and the commercial debt pending from the autonomous governments to the suppliers amounts to 5,000 million euros. The concern is such that the majority of regional leaders have implored Sanchez to revoke the crazy blockade of funds, which could be articulated by activating an alternative mechanism. Regardless of the failures of origin in the mechanics of the regional financing model and regardless of the fact that the Tax Agency centralizes tax collection - the CCAA of the common regime directly collects a minor part of its income - the truth is that the Government relies on the absence of Budgets to pressure the opposition in full political paralysis.

Sánchez takes the millions of Spaniards who are endangering public services hostage. Instability cannot obstruct the financing of those administrations that support the bulk of the welfare state. The Treasury must find the formula to execute the deliveries on account to the autonomous communities.
