Upskirting: Secret photography under skirts should be punished
Justice Minister Christine Lambrecht is seeking an amendment to the Criminal Code. So far, Upskirting is only punishable if it was done in an apartment.
The secret photography under skirts and dresses should be punished. "Those who secretly photograph women and girls under their skirts make a massive impact on their privacy and their personal rights," said Federal Minister of Justice Christine Lambrecht (SPD) to the editorial network Germany . So-called upskirting continues to be punishable as a maximum offense, does not provide effective protection and does not make perpetrators aware that their "humiliating and degrading behavior" is absolutely unacceptable, the SPD politician continued.
Lambrecht has therefore made an amendment to the criminal code. "We are currently working on proposals for how such a criminal law can look and we want to implement it quickly." In mid-August, Rhineland-Palatinate had promised a corresponding initiative in the Bundesrat. Previously, Baden-Württemberg, Bavaria and North Rhine-Westphalia had announced to prepare a bill for an initiative of the state chamber for upskirting. Schleswig-Holstein also wanted to participate.
So far, such recordings are usually not punishable - unless the victim is in an apartment and the recordings hurt the most personal area of life. Two young women started an online petition weeks ago to criminalize upskirting. So far, more than 85,000 signatories have joined their initiative.
