In response to an incident in which a 4-year-old girl died in Kagoshima Prefecture and her mother's companion was arrested on suspicion of assault, the Ministry of Health, Labor and Welfare was able to appropriately assess the risks of children that they grasped as neglect = abandonment of childcare. Instructed local governments nationwide to check again.

Last month, in the case of Izumi Otsuka (4) who died in Izumi, Kagoshima, the child guidance center and local government were neglected even though they were often protected by the police at night. Information sharing and temporary protection were not achieved.

As a result of interviews with related organizations by the Ministry of Health, Labor and Welfare, signs of risk such as frequent going out and moving at night were not properly evaluated, and the risks were not sufficiently shared among related organizations. On the 11th, we notified local governments all over the country, and instructed them to evaluate the risks appropriately and to provide temporary protection when necessary.

On that basis, we are requesting that the neglect cases currently known at the Child Guidance Center be re-checked for the situation of the child and the home environment to check for new risks.

The Ministry of Health, Labor and Welfare will receive a report on the results later this month.
