Emmanuel Macron will announce Tuesday a new course for ecological transition, new aid measures and negotiations throughout the territory to make it "acceptable and democratic" , in response to concerns expressed by yellow vests, said the Elysee Thursday to AFP.
Before the members of the National Council for the Ecological Transition (CNTE), composed of elected representatives, unions, NGOs and associations, the Head of State will present his choices in energy, particularly on the nuclear, to develop the future EPP (Multiannual Energy Program) in the first half of the year.
But in addition, to meet the Yellow Vests as the proposals of some unions to open social negotiations, it will also "give direction on the ecological transition" in particular with regard to the place of fossil fuels, the purchasing power , climate, health and sovereignty, explained the presidency.
"We have received the message from citizens. He invites us to go further. To be socially unacceptable, the ecological transition, which is necessary, must be fair, equitable and democratic. We must therefore mobilize all those who make it acceptable, to leave no one behind , " said the advisers of the Elysee Palace, without wanting to deflower the announcements on Tuesday.
New aid measures?
In concrete terms, the President should unveil new aid measures, the opening of negotiations, including possibly on fuel taxes, as well as a method, a "social pact" to implement them effectively and decentralized. .
The energy improvement of buildings and new mobility should be particularly concerned. The state could also help communities to increase mobility, encourage those who change heating systems or support renewable energies. "The ecological transition will be with the citizens. There will be money, debate and a method, " summarizes the Elysee.
Make the ecological transition "acceptable"
It will be the Minister of Ecological Transition François de Rugy who will then detail the measures announced. The CNTE will have new responsibilities: it will be in charge of determining how the chosen tools work in the field. For example to avoid, as is sometimes the case, that dealers are not informed of premiums for purchase.
"The ecological transition now exists in the public debate. This is the most positive part of the mobilization of yellow vests, which is not against the ecological transition but wants it to be acceptable, " said the Elysee.
The measures decided upon after this broad consultation can be incorporated in the Mobility Act (in February in Parliament) or in the EPP.
This speech will take place three days after the demonstration planned Saturday in Paris by the Yellow Vests, after several days of mobilization which resulted in thousands of blockades of roads but also made two dead and hundreds of wounded.
