A 30-year-old protester who had his hand torn off by a grenade announced Friday his intention to file a complaint against a possible "illegal" posting by the Parisian hospital that took charge of him.

The Assistance Publique-Hôpitaux de Paris (AP-HP) rejected Saturday accusations of "fichage" of patients after the announcement of a complaint against X of a "yellow vest" injured evoking a possible "illegal" registration by the hospital that operated on him.

On February 9 near the National Assembly, protester Sebastien Maillet, 30, had his hand torn off by a GLI-F4 grenade that had exploded. He was then operated on at the Georges-Pompidou European Hospital. His lawyer announced Friday that he would file a lawsuit against X for "unlawful collection of personal data" and "breach of professional secrecy", after an article published this week by Le Canard Chained .

A file called "SI-VIC". The weekly reports a census by Paris hospitals of people wounded during demonstrations of "yellow vests", in a file called "SI-VIC" (information system for monitoring victims), and set place after the attacks of 2015 to facilitate the identification of victims of attacks. On the basis of this information, Sébastien Maillet believes that the file has been diverted from its purpose, with the aim of "creating a list of activists".

A file used in case of "exceptional health situations", defends the AP-HP. In a press release titled "Update on a so-called" patient card ", the AP-HP confirms that" in the context of the yellow vests ", the use of the file was triggered at the request of the Regional Health Authority. This file is used "in case of exceptional health situations", accident, fire, attack or "big event likely to lead to a large number of victims". And some of the demonstrations of the last months "were important sanitary events", with "several hundreds of wounded" taken care of in the Parisian hospitals, underlines the release.

What about medical secrecy? "A tool for health regulation and information, SI-VIC played its role at a time when any error in the care of patients would have been a reinforcing element of violence", justifies the AP-HP, noting its interest in "coordination" between relief services. The AP-HP also notes that the file contains personal elements (sex, date of birth, name, surname, nationality, address) but "in respect of medical confidentiality, it does not include (...) no information about the nature of the injuries being treated ". The National Council of the Order of Doctors had said Friday to have seized the Ministry of Health and the National Commission of computing and freedoms (CNIL) on the use of this file "in the context of the social movement said vests yellow ", questioning in particular the medical secret.
