In August 2020 in Théoule-sur-Mer in the Alpes-Maritimes, a retired couple from Lyon could not enter their country house because a family had taken up residence there.

In September 2020, in Saint-Honoré-Les-Bains in Nièvre, three people illegally occupied the residence of an octogenarian placed in EHPAD.

Neighborhood, local elected officials and political figures reacted to these cases with great emotion.

In an attempt to simplify the eviction of squatters, an amendment to the law of March 5, 2007 establishing the right to enforceable housing was proposed by the LREM deputy Guillaume Kasbarian and supported by Emmanuelle Wargon, Minister of Housing.

It is part of the ASAP law, for Acceleration and Simplification of Public Action, voted on October 6 by the National Assembly.

We have just adopted unanimously in committee my amendment to speed up and simplify the administrative procedure for the protection of victims of #squatters.

For Jean Pinsolle, president of the chamber of owners of Greater Paris, this measure is "after all honorable", but "if [it] is not applied, we will always remain in wishful thinking".

More than 3 million vacant homes in France

For Jean-Baptiste Eyraud, spokesperson for Droit au Logement, the issue of squats is not so much a problem of squatters as a problem of housing.

He recalls that there are in France "A few thousand squatters, at least 200,000 homeless, 4 to 5 million poorly housed people" and "3.1 million vacant homes listed by INSEE".

If this figure also covers temporary vacations, such as homes for elderly people living in nursing homes or properties awaiting rental, the issue of poor housing and housing deprivation remains glaring.
