• A security guard working for the Qatari embassy in Paris was killed on Monday morning.

    A 38-year-old suspect was arrested.

Suffering from psychiatric disorders, he was interned.

  • The police, who intervened quickly, had to wait to receive written authorization from the ambassador or his representative to enter the consular compound and arrest the suspect.

  • For nearly an hour, the latter struck his victim in front of them, without them being able to intervene.

For nearly an hour, the victim was beaten up, a few meters from the police who could not intervene.

When the agents finally received permission to enter the Qatari embassy in Paris on Monday at 7:28 a.m., it was already too late.

The victim, a security guard who was inside the consular compound, died despite the intervention of firefighters.

The suspect, a 38-year-old man, was arrested two minutes later and taken into custody, before being admitted to the psychiatric infirmary of the police headquarters.

The Paris prosecutor's office has opened an investigation for intentional homicide, entrusted to the criminal brigade of the judicial police.

What happened ?

According to our information, it was a cleaning lady from the embassy who gave the alert in the early morning.

Around 6:20 a.m., as she was coming up from the basement, she saw two men arguing.

One of them then grabs a paperweight and uses it to hit the other, a security guard who works at the embassy.

Then the attacking sound starts punching him in the face, before strangling him.

Quickly, a police crew went to the spot, avenue de Friedland, in the 8th arrondissement of Paris.

Arrived on the scene the police saw this man of strong build, shaved head, wearing a white polo shirt with stripes, stained with blood.

He continues to hit his victim, screaming in Arabic and pointing his finger to the sky.

Officials who cannot intervene simply ask him to stop.

Without success.

Why couldn't the police act?

An embassy is considered foreign territory.

As such, the police cannot intervene inside without the written authorization of the ambassador or his representative.

At around 6:45 a.m., a consular officer came to the officers after alerting number 2 at the embassy.

He arrives five minutes later.

While the suspect continues to hound his victim, the police ask the diplomat to make a written requisition.

Which he will do around 7:05 a.m.

This document must then be sent to the command room of the police headquarters.

But according to a police source, the communication of this document was "complicated".

Finally, they obtain the authorization to intervene at 7:28.

Who is the suspect?

For nearly an hour, the suspect beat his victim in front of the police officers he was threatening.

"If you come back, you won't come out alive," he told them.

He also said he acted to "avenge [his] brothers", without detailing what he meant.

Inside the embassy, he goes back and forth, shouts at the officials that they have no right to return, repeatedly shouts “Allahu Akbar”.

When the police finally received permission to return, he lay face down on the ground and let himself be handcuffed.

He then “bragged with pride about the death of the victim”, explains a police source.

In the pockets of this man who makes rambling remarks, the police find a telephone and an identity card.

It is in the name of Ilies S., a man born in March 1984 in Elbeuf, Seine-Maritime.

The suspect tested positive for cocaine.

Taken into custody, he was examined by a doctor.

He was finally admitted to the psychiatric infirmary of the police headquarters because of his state of health.
