[Explanation] With the approval of the State Council, recently, the National Development and Reform Commission has jointly issued the "National Basic Public Service Standards (2021 Edition)" (hereinafter referred to as "National Standards 2021") in conjunction with 20 departments.

On April 21, the State Council Information Office held a press conference to introduce the relevant situation.

According to Zhao Chenxin, spokesperson of the National Development and Reform Commission, the "National Standard 2021" covers education for children, education for learning, income from work, medical care for the sick, support for the elderly, housing for housing, and support for the weak. Waiting for the "Seven Haves" is a major institutional innovation for China to protect and improve people's livelihood.

  In terms of learning and teaching, the standards for various types of student funding projects at all levels have been clarified, and the system has realized "not allowing a student to drop out of school due to family financial difficulties."

  In accordance with the principle of “local first and central subsidy” for pre-school education, the local government subsidizes children with financial difficulties, orphans, and disabled children from families in inclusive kindergartens.

Compulsory education exempts all compulsory education students in urban and rural areas from tuition and miscellaneous fees, provides free textbooks, subsidizes living expenses for students from poor families, and provides nutritious meal subsidies for rural compulsory education students in poverty-stricken areas.

Ordinary high school education provides national scholarships for students with financial difficulties, and exempts tuition and miscellaneous fees for students with financial difficulties such as the original establishment of a file and a card.

The "National Standard 2021" has made corresponding provisions on child care services and welfare subsidies for the elderly.

  At present, there are 60,000 orphans in intensive care in the country, with an average security standard of 1611.3 yuan per person per month, and 134,000 scattered orphans, with an average security standard of 1184.3 yuan per person per month.

There are 253,000 de facto unsupported children included in the scope of protection, and the protection standard is determined by the locality in accordance with the principle of linking with the basic living allowance of orphans.

Welfare subsidies for the elderly mainly include: First, comprehensive assessment of the ability of the elderly over 65 years old.

The second is to provide old-age service subsidies for the elderly in financial difficulties; provide nursing subsidies for the elderly who are deemed to be unable to take care of themselves; and provide senior-age allowances for the elderly over 80 years old.

The "National Standard 2021" clarifies three basic public service projects: public rental housing security, urban shanty town housing renovation, and rural dilapidated housing renovation, providing a strong guarantee for the basic housing needs of the people in need.

  The first is to ensure public rental housing and, in conjunction with relevant departments, continue to provide central subsidies for newly-raised public rental housing in big cities. The second is to steadily promote the transformation of shanty towns so that people in need can move into new houses as soon as possible.

The third is to continue to implement the renovation of dilapidated rural houses and the earthquake-resistant renovation of rural houses in fortified areas with high earthquake intensity.

  [Explanation] Zhao Chenxin introduced that with social development and changes, basic public service standards will also be adjusted accordingly.

The National Development and Reform Commission will, in conjunction with relevant departments, promptly disclose the changes in various basic public service standards to the public to facilitate the people to participate in the supervision of the implementation of standards and safeguard their own rights and interests.
