6:42 am: The EU tries to lift the blockade of Hungary

In Brussels, on the eve of the EU summit, representatives of the Twenty-Seven examined on Sunday a new proposal which would temporarily exempt a key oil pipeline for Hungary from a gradual EU embargo on Russian oil.

The objective is to try to lift the blockage on their 6th package of sanctions against Moscow.

These new sanctions are currently blocked by Hungary, a landlocked country without access to the sea and dependent on the oil sent from Russia by the Druzhba pipeline, which supplies it with 65% of its consumption.

6:35 am: Zelensky will address the Europeans

President Volodymyr Zelensky is to address this Monday, by videoconference from kyiv, to European leaders gathered in Brussels for an extraordinary summit devoted to his country.

New sanctions against Moscow are on the menu of this meeting of the Twenty-Seven.

In addition to the oil embargo, the sanctions package targets the exclusion of Russian banks from the Swift international financial system and aid to Ukraine of up to nine billion euros in 2022.

6:30 am: NATO no longer has any obligations vis-à-vis Moscow

NATO Deputy Chief Mircea Geoana said on Sunday that the Alliance was no longer bound by its former commitments to Moscow not to deploy its forces in Eastern Europe.

In the founding act on relations between NATO and Russia, signed 25 years ago, the Russians had "undertaken not to attack the neighbors, that is what they are doing, and hold regular consultations with NATO, which they are not doing,” said Mircea Geoana.

According to him, the Founding Act "simply does not work, because of Russia", and NATO no longer has "any restrictions" to acquire a "robust posture on the eastern flank".

6:22 am: Germany will strengthen its army

The government and the conservative opposition in Germany reached an agreement on Sunday evening to break the budgetary rules of the national constitution, in order to modernize its army in the face of the Russian threat.

A compromise in this direction was recorded after difficult negotiations which lasted several weeks between the parties of the coalition - social democrats, ecologists and liberals - and the conservative political family of the former chancellor Angela Merkel.

The agreement will make it possible to fulfill the promise made by Chancellor Olaf Scholz at the end of February after the start of the Russian offensive: to release a special fund of 100 billion euros to rearm the country over the next few years and modernize the Bundeswehr, whose equipment is outdated.

Berlin will at the same time be able to achieve the objective set by NATO of devoting 2% of the national GDP per year to defence.

This objective will be achieved “on average over several years”, according to the text of the agreement.
