  The Ministry of Education supports qualified national "Double High Plan" construction units to independently upgrade to vocational undergraduate schools, supports vocational college-level higher vocational schools that meet the deep integration of production and education, distinctive school-running characteristics, and high-quality training, and upgrade some junior college majors.   In addition, a demonstration benchmark will be created, and about 10 high-level vocational undergraduate education demonstration schools will be selected and constructed in the form of "small incision" and "big support" in the form of joint construction between ministries and provinces.

Build 1,000 national-level high-quality secondary vocational schools in 3 to 5 years

  At the meeting, it was pointed out that at present, secondary vocational education mainly has problems such as incompatibility of school-running orientation, large-scale but not strong school-running, and large gap in school-running conditions.

In response to these problems, the Ministry of Education will work with relevant departments to implement the "Standards Project for Secondary Vocational Schools" this year, to comprehensively check the basic conditions for running secondary vocational schools, and to achieve the basic compliance of school teaching conditions in 2023.

  At the same time, together with relevant departments, we will implement the "Quality Secondary Vocational School and Professional Construction Plan", and focus on building a group of high-quality secondary vocational schools and branded majors with demonstration and leading roles. Demonstration drives the overall improvement of the quality of secondary vocational education.

  In 3 to 5 years, about 1,000 national-level high-quality secondary vocational schools will be built, and the demonstration will drive the overall management of secondary vocational education to be standardized and qualified, and guide students and parents to make rational choices.

Make the "Vocational Education College Entrance Examination" the main channel for higher vocational admissions

  This year, the Ministry of Education will improve the top-level design of the "Vocational Education College Entrance Examination" to better play the role of the "baton".

Expand the proportion of students recruited by vocational undergraduate and vocational colleges through the "Vocational Education College Entrance Examination", so that the "Vocational Education College Entrance Examination" will become the main channel for higher vocational education enrollment, especially vocational undergraduate schools.

  Promote the establishment of a "Vocational Education College Entrance Examination" system with provincial overall planning, comprehensive evaluation, and multiple admissions, improve the problem of "thousands of troops crossing a single-plank bridge" in passing the ordinary college entrance examination, effectively relieve the pressure of diversion and "education anxiety" in the middle school entrance examination, and effectively alleviate the pressure of high school entrance examination. This integrated training model has basically taken shape.

  In this regard, the Ministry of Education, the Ministry of Human Resources and Social Security, the Ministry of Industry and Information Technology and other eight departments have revised the "Regulations on the Management of Student Internships in Vocational Schools" issued in 2016.

  It is required that the internship unit must be reviewed by the school party organization and disclosed to the public; if there is an emergency or major risk during the internship, it must be classified and controlled according to the requirements of territorial management; support for the combination of apprenticeship training, vocational training and other cooperation modes exploration Practical teaching reform.

  The "red line" of internship management has been delineated, and the handling regulations have been clarified in a targeted manner to effectively protect the legitimate rights and interests of internship students.

The "Model Text of Internship Agreement" was distributed for the first time, and it was clarified that the internship must be signed by the vocational school, the internship unit and the student.
