Individuals, educational institutions, as well as American and Chinese non-profit organizations, including civil society institutions and think tanks, are eligible to apply for participation in the competition.

The document emphasizes that the project will not consider proposals for the implementation of such programs in Hong Kong, Macau or Taiwan.
