Some education and training institutions have suspended recruitment, and some have adjusted their business

Under the "double reduction", where should the education and training practitioners go?

  Reading tips

Under the "double reduction" policy, the work of teachers in many education and training institutions has been affected, and some personnel have been "optimized."

In this regard, professionals pointed out that these practitioners have certain professional skills, and it is recommended that the government departments send jobs accurately, and at the same time, the workers themselves should put their minds on the right and actively look for new employment opportunities.

"Come to work at 8:30 next Tuesday." On July 23, the day before the "double reduction" policy was officially announced, Xiaogao, a fresh graduate, received an employment notice from an online training institution.

On July 24, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the "Opinions on Further Reducing the Work Burden of Students in Compulsory Education and the Burden of Off-campus Training", that is, the "double reduction" policy. behavior.

Under heavy pressure, the retention of practitioners in the education and training industry has become the focus of everyone's attention.

On July 25th, Xiaogao received the news that the agency "will conduct rectification and suspend recruitment, so there is no need to come to work for the time being".

From being hired to being laid off, in only two days, Xiao Gao felt like riding a roller coaster.

Xiao Gao's experience is just a microcosm of the experience of tens of millions of employees in the education and training industry under the "double reduction" policy.

It’s not just newcomers who are “optimized”

Xiao Gao is a graduate of English major from a "double first-class" university.

Sister Li Lu entered the online education industry after graduating last year with an annual salary of 500,000 yuan, which made Xiao Gao envious, so she also chose this industry when she was choosing a career this year.

In 2020, the epidemic broke the gap in the demand for online education, capital and hot money continued to be injected, many education and training companies were highly valued, and the education and training market expanded rapidly.

This also brings a lot of jobs and higher salary levels.

However, Xiao Gao feels that he has not caught up with the "good time" for industry expansion.

The "double reduction" policy is clear that no new subject training institutions for compulsory education students will be approved, and off-campus training institutions shall not occupy national statutory holidays, rest days, and winter and summer vacations to organize subject training.

These regulations have made the education and training industry "fried up", and many recent graduates, like Xiao Gao, have become key targets for layoffs.

Li Lu also received a notice from the company that only a small team of about 50 people will be retained, and there are still 500 people in the company's address book.

In such a large-scale layoff, in addition to the newcomers, there are many backbones who have been working for 3 to 5 years who have been "optimized".

In June 2017, after graduating from a 985 college in Beijing, Zhang Qiang joined an online education company as a math teacher.

In the past four years, the company has developed rapidly, Zhang Qiang said, and it can even be described as "savage growth".

And he only needs to "grind the class" according to the handouts, let the students like his class, and continue to apply for the class in the next period.

Because the content of the lecture is very detailed, Zhang Qiang feels that he has no room to study and play in it, and his professional ability has not been greatly improved.

Because the mathematics taught by Zhang Qiang is relatively boring, coupled with his unwillingness to spend a lot of class time to promote courses, his continuation rate is lower in the same group.

Affected by the "double reduction" policy, in early August, Zhang Qiang was "optimized" by the company and started looking for a job.

Precision employment services must keep up

Recently, the "2021 Education and Training Industry Talent Market Analysis Report" released by a recruitment platform shows that recruitment in first-tier cities has shrunk greatly, and half of the job seekers in the education and training industry are in a state of leaving and waiting for employment.

After the "double reduction" policy, where do they go?

Wang Xiao, a teacher at the School of Labor Relations and Human Resources of the China Institute of Labor Relations, said in an interview that the vast majority of frontline teachers in the education and training industry have received higher education, which is a precious wealth of human resources.

As a pilot city for the “double reduction” policy, the relevant departments of Beijing also found out that more than 90% of the employees of the institutions are persons 35 years of age or younger, and more than 80% are undergraduates or undergraduates. above Bachelor degree.

In this regard, Wang Xiao suggested that government departments should strengthen employment guidance and other public services to help practitioners in the education and training industry understand the national education reform policy and rationally choose reemployment positions.

The Deputy Dean and Professor Range of the School of Labor Economics, Capital University of Economics and Business believes that employees in the education and training industry have certain professional skills, and government departments should provide precise employment services, provide directly related and corresponding jobs, and improve the matching of people and positions. .

It is understood that Beijing has reserved sufficient job resources for the staff of discipline-based off-campus training institutions that need to be transferred to another job, including four major job reserves: teaching assistants, technical support, operational functions, and marketing.

On August 18th, the first special job fair for staff of subject-based off-campus training institutions who needed to be transferred to another job was officially launched.

At the same time, Beijing organized and carried out the "Special Service Season for Talents in Education and Training Industry" activities throughout the city, which lasted from 3 to 6 months.

At present, in response to the reemployment of employees of discipline training institutions, 16 districts in Beijing provide a total of 366 teacher positions within the establishment, and nearly 90,000 related jobs provided by more than 9,800 companies have been included in the "Special Service Season for Talents in the Education and Training Industry" ".

Under the "double reduction" policy, many workers were transferred to jobs and wages and even their labor contracts were terminated.

In this regard, the scope reminds that enterprises should lay off staff in accordance with the procedures stipulated by the Labor Contract Law and pay corresponding economic compensation.

At the same time, government departments should ensure corresponding unemployment protection in accordance with regulations.

Get rid of the high-paying "baggage" and set off again

Encouraged by a series of government policies, Zhang Qiang was looking for a job while thinking about how he should go in the future, whether he should stay in the education industry and switch to quality education and other tracks, or change the industry to find a new career development track.

In this regard, Wang Xiao believes that the previous high level of salary in the education and training industry was due to the influx of financial capital. The laid-off workers should put their minds on the right side and look for jobs in light of their own abilities, instead of carrying the "baggage" of the previous high salary. .

Wang Junjie, director of the Administrative Management Department of the School of Public Administration, China Institute of Labor Relations, believes that practitioners in the education and training industry are facing multiple choices: First, not changing the track and changing direction. At present, many education and training institutions are actively transforming, and practitioners can learn from disciplines. Education is shifting to quality education, adult education and other related fields; second, not changing the track and field. At present, the school is continuously strengthening the selection and hiring of excellent teachers, and the opportunities to enter the school are increasing; third, re-evaluation Own career interests, cross-border development, and look for new career development opportunities.

Like many people who have had similar experiences, Xiaogao is currently actively preparing for postgraduate entrance examinations in preparation for entering public schools in the future.

And her elder sister Li Lu is also in contact with an adult education institution and is considering "jumping" there to continue teaching English... (some interviewees have pseudonyms)
