  1. Strengthening the management of accreditation

  Institutions undertaking the inspection and testing of electronic cigarettes must obtain the qualification certification of inspection and testing institutions in accordance with the law.

Entrusted by the State Tobacco Monopoly Administration, the qualification accreditation of inspection and testing institutions that undertake the inspection and testing required for electronic cigarette supervision is organized and implemented by the State Administration for Market Regulation, and the relevant technical review work is entrusted to the national qualification accreditation tobacco review team.

The qualification accreditation of other electronic cigarette inspection and testing institutions shall be undertaken by the market supervision department of the province (autonomous region, municipality) where they are located.

  2. Standardize inspection and testing activities

  The market supervision department and the tobacco monopoly administrative department shall standardize the inspection and testing activities of electronic cigarettes.

Tobacco monopoly administrative departments shall supervise and manage the relevant business activities carried out by qualified electronic cigarette inspection and testing institutions in accordance with the "Administrative Measures for Electronic Cigarettes".

The market supervision department supervises and manages the e-cigarette inspection and testing institutions that have obtained the qualification in accordance with the "Administrative Measures for the Qualification Accreditation of Inspection and Testing Institutions" and "Measures for the Supervision and Administration of Inspection and Testing Institutions".

Qualified e-cigarette inspection and testing institutions should strictly carry out inspection and testing activities in accordance with relevant requirements, and establish a responsibility traceability system of "whoever counts is responsible, and whoever signs is responsible".
