"The United States must take aggressive action against WeChat owners in order to protect our national security," the document says.
The decree comes into force 45 days after signing.
Trump has also banned any deals with ByteDance, which owns the Chinese social networking site TikTok.
US Secretary of State Mike Pompeo announced that Washington is tightening its policy on Chinese applications and telecommunications companies in the PRC.
