China announced the completion of a moderately prosperous society in all respects, achieved its first centenary goal, and embarked on a new journey of building a modern socialist country in an all-round way.

Towards the second centenary goal, China is continuously advancing the development of poverty alleviation areas and the comprehensive revitalization of rural areas, and all parties are used to make up for the "shortcomings" of rural areas.

Poverty Alleviation: The Starting Point of New Struggle

Getting rid of poverty is not the end, but the starting point for a new life and a new struggle.

After the completion of the mission of poverty alleviation, the focus of China's "three rural" work has historically shifted to comprehensively promote rural revitalization.

Doing a good job in consolidating and expanding the results of poverty alleviation and effectively linking the rural revitalization is one of the most important tasks of the "three rural" work at present and in the future.

Wang Sangui, Dean of the China Institute of Poverty Alleviation, Renmin University of China, said that China has mobilized all available forces to fight poverty. The main achievements are not only reflected in the removal of nearly 100 million absolute poor people from poverty, all poverty-stricken counties, and the entire economy and society of poverty-stricken areas. Great progress has been made in development, which has also laid an important foundation for future rural revitalization.

According to the plan, by 2035, China will basically realize socialist modernization; rural revitalization has made decisive progress, and agricultural and rural modernization will basically be realized.

By 2050, China will be a powerful modern socialist country in an all-round way and achieve its second centenary goal; rural areas will be fully rejuvenated.

Wang Sangui said that the shortcomings in the first century-old goal are poverty; the shortcomings in the second century-long goal are in rural areas.

Rural revitalization is the most important political task for the next few decades.

Rural revitalization: intensity, difficulty, depth, and breadth are no less than poverty alleviation

Lei Ming, Dean of the Institute for Development of Poor Areas of Peking University, told a reporter from China News Agency that rural revitalization is a major task for the great rejuvenation of the Chinese nation. It is also a great undertaking unprecedented in history. There is no existing experience and path that can be copied. .

Poverty alleviation is to solve the basic survival needs and social dignity issues of the "two no worries and three guarantees" of the poor, and "send charcoal in the snow"; rural revitalization is to face the yearning of all farmers for a better life, covering a wider area and involving more problems in all aspects , The intensity, difficulty, depth, and breadth are no less than poverty alleviation.

"Therefore, it is necessary to further innovate the policy system, work system, and institutional system." Lei Ming said, with more powerful measures and gathering more powerful forces, we will always put the promotion of the common prosperity of all people in a more important position, and we will be down-to-earth and long-term efforts. Only by truly embarking on the path of socialist rural revitalization with Chinese characteristics can we continue to narrow the development gap between urban and rural areas, ensure that low-income populations and underdeveloped areas share the fruits of development, and ultimately achieve high-quality and high-efficiency agriculture, livable and workable rural areas, and a rich and affluent rural village. The goal task of revitalization.

Top priority: preventing large-scale return to poverty

Since the 18th National Congress of the Communist Party of China, after 8 years of continuous struggle, by the end of 2020, China will complete the task of poverty alleviation in the new era as scheduled. Under the current standards, 98.99 million rural poor people have been lifted out of poverty, 832 poor counties have all been lifted, and 128,000 poor villages have been lifted. All out, the overall regional poverty has been resolved, and the arduous task of eradicating absolute poverty has been completed.

"It is necessary to make the prevention of large-scale return to poverty a top priority", Wang Zhengpu, director of the National Bureau of Rural Revitalization, emphasized that the most urgent task is to consolidate and expand the results of poverty alleviation and effectively connect with rural revitalization, and to improve the rural living environment and rural governance. As a focal point and a breakthrough point, we will strive to promote the rural revitalization work to get a good start, start well, and see tangible results.

Sanbao Yi Township in Qinglong County was once one of the 20 extremely poor towns in Guizhou Province. In 2015, the entire township was relocated to the outskirts of Qinglong County. In November 2020, the last nine impoverished counties in Guizhou Province were lifted out of poverty.

“In the past, I could make a set of Miao costumes by hand in the village for a year. After moving, the government provided sewing machines and seaming machines. I could make one or two sets in a month, and each set could sell for about 3,000 yuan. Yang Bifen, a resident of Xintang Community, Sanbao Street, Qinglong County, Qianxinan Prefecture, told China News Agency reporters a few days ago.

Since the beginning of this year, in order to prevent poverty and return to poverty, to consolidate and expand the results of poverty alleviation and to effectively connect with rural revitalization, Qinglong County has selected more than 2,900 “ten-household” insurance cadres to provide full coverage of employment services to 70,941 households in the county. At the same time, it adopts methods such as entering villages and households and telephone contact to conduct dynamic monitoring of the migrant labor force to ensure "stabilized employment".

Qinglong County is a microcosm of the nation's anti-poverty prevention and steady income growth. According to data from the National Development and Reform Commission, as of now, the monitoring and assistance mechanism for preventing return to poverty has achieved full coverage of more than 9.6 million people who have been relocated from poverty. More than 8,300 supporting agricultural and animal husbandry industrial bases and parks have been built nationwide, more than 10,000 poverty alleviation workshops, more than 460 business logistics industrial bases and industrial parks, more than 1,000 cultural tourism industry development projects, and 3.78 million relocations. The poverty alleviation and relocation people have achieved employment, basically achieving the goal of at least one person from relocating families with labor. (Finish)
