China News Service, August 14th. According to the website of the Ministry of Water Resources, affected by rainfall and incoming water in the upper reaches of the Yangtze River, the rainfall area has covered areas prone to mountain torrent disasters, and the flood control situation is severe. On August 12, the Hydrological Bureau of the Yangtze River Water Conservancy Commission requested the Upstream Bureau, the Three Gorges Bureau, and the Hanjiang Bureau to strengthen a new round of hydrological forecasting of storms and floods.

According to forecasts, from August 13 to 19, there will be heavy rainfall in the north of the upper mainstream of the Yangtze River and the upper reaches of the Han River. Among them, on the 13th, there were moderate to heavy rains in the middle and lower reaches of the Jinsha River, Jialing River Basin and the upper Han River. On the 14th, there were moderate to heavy rains on the Tuojiang River, Fujiang River, the upper reaches of the Jialing River and the upper reaches of the Han River. From the 15th to the 17th, there were heavy rains to the north of the upper mainstream of the Yangtze River and the upper reaches of the Han River. From 18 to 19, there were moderate rains in the middle and lower reaches of the Jinsha River, Jialing River and the upper reaches of the Han River. From 13 to 19, the accumulated rainfall in the middle and lower reaches of Jinsha River, Mintuo River and Jialing River was about 100mm.

The Hydrological Bureau of the Yangtze River Water Resources Commission emphasized that the Upstream Bureau, the Three Gorges Bureau, and the Hanjiang Bureau should earnestly strengthen hydrological survey and reporting to meet the needs of flood control and disaster reduction. All units must have a clear understanding of the current flood control situation, overcome paralysis and fluke, earnestly implement flood control discipline and on-duty system, and strengthen the management of unattended stations. It is necessary to closely monitor changes in water and rain conditions, predict the hydrological situation and focus of work in the measurement area in advance, strengthen the guarantee and maintenance of hydrological measurement and reporting equipment and facilities, increase the implementation of high flood monitoring and reporting and emergency plans, and optimize the layout of measurement times to ensure testing Accuracy meets the needs of forecasting and flood prevention.

The Hydrological Bureau of the Yangtze River Water Resources Commission requires that advanced scientific and technological means should be actively used to further improve the accuracy and timeliness of hydrological forecasting. At the same time, it should combine the actual hydrological forecasting, seize opportunities for medium and high water, and carry out relevant project research and comparison experiments in a timely manner. Efforts should be made to strengthen safety measures to ensure production safety, resolutely and strictly implement various safety production systems, in particular to strengthen the safety of surveying and reporting operations, actively investigate potential safety hazards, and promptly report and deal with problems that are prone to (or have already occurred). Mountain torrent disasters and work areas with potential safety hazards should raise awareness of prevention and encrypt surveillance videos. Scientific selection and flexible application of test methods ensure the personal safety of personnel and be foolproof.
