[Explanation] On July 20, the "Decision of the Central Committee of the Communist Party of China and the State Council on Optimizing the Fertility Policy and Promoting the Long-term Population Development" (hereinafter referred to as the "Decision") was released, proposing the implementation of the three-child policy and its supporting measures.

Jin Li, deputy director and chair professor of the Faculty of Economics and Management of Peking University, said that at present, the factors that inhibit people's willingness to have children are mainly social and economic factors.

The "Decision" is a set of "combined punches" based on comprehensive consideration of marriage, childbirth, parenting, education and other issues.

Our society is most concerned about if the society ages rapidly, will Chinese society enter an old age before getting rich, which will bring about a series of serious social problems in the future.

Parenting includes old-age care and raising children, related medical issues, education issues, and housing issues. In the final analysis, they are all population (problems).

It should be said that the policy this time is to systematically sort out the biggest pain point or anxiety point of the population problem that permeates the whole Chinese society.

After a comprehensive review, I think a more systematic and operational set of plans has been formed.

[Explanation] The "Decision" proposes to abolish social support, and to clean up and abolish relevant penalties.

Jin Li said that the abolition of social support is a matter of course, and it also shows that the society has a deeper understanding of raising three children.

(Bringing up) It used to be the family's decision, and the family was solely responsible for its costs and even paid some possible fines.

These costs should not be borne by the family in the future, because it ultimately brings social value.

From the perspective of an individual family, raising children will of course take up part of social resources.

But in another sense, it also provides a potential high-quality productivity for the future of society.

If the child is raised well, it will have a huge positive spillover effect on society.

[Explanation] The "Decision" proposes to support intergenerational care, family mutual assistance and other care models.

In Jin Li's view, this measure is conducive to promoting intergenerational harmony and wealth inheritance, and reducing family childbearing, parenting, and education costs.

One is to fully mobilize various social resources to help young people solve the problem. They are now facing a huge burden.

In fact, the reverse is also a huge benefit to the previous generation.

If you are with the children to help take care of, in fact, there is a huge spiritual sustenance for them, and it can also strengthen the relationship between generations.

I hope to encourage the inheritance of wealth between generations. The elderly and children together will greatly enhance their sense of gain and happiness.

So in this sense, it is also an efficient use of wealth.

[Explanation] In addition, Jin Li pointed out that the "Decision" put forward a series of policies to strengthen taxation, housing and other support policies, which will also help three-child families solve more practical problems.

Can I get some government support and subsidies in terms of income?

If the housing is public rental housing or low-rent housing in the national system, can I have more priority?

Can you consider the structure of my family?

The population is relatively large, give me a larger room type?

The cost of renting a house and the possibility of renting a house are actually the most important for him whether he is willing to have children in the future.

So I think tax policy, housing policy, education and medical policy are the most important. They are to alleviate the burden and anxiety of young people in raising children.
