The integrated circuit industry should also prevent "crashing"

Developing the integrated circuit industry, especially the core high-end chips, is not an easy task. my country started late in this field and has a large gap with developed countries. Many enterprises and local governments still have insufficient knowledge of its industrial characteristics and laws.

The development of the integrated circuit industry should adhere to the principle of "concentration of subjects and regional agglomeration", make a plan and layout, and avoid repeated construction, waste of resources and vicious competition caused by "blossom everywhere"

A few days ago, six large-scale integrated circuit projects with a value of 10 billion yuan have been "unfinished" and have attracted widespread attention.

In recent years, increasing external pressure has once again uncovered China’s "core shortage" pain, and industrial development has attracted more policy and financial support, but overheated investment has also brought about low-level redundant construction, or even "deception". The chaos in other industries urgently need to be regulated and rectified to restore the industrial order of rational development.

The overheating of IC investment is due to its market importance.

Integrated circuits represented by chips are also called "industrial food", which is the core of the information technology industry and the key to my country's economic transformation and upgrading.

In the era of the Internet of Everything, from hardware terminals such as mobile phones, high-speed railways, and robots to emerging technology fields such as the Internet of Things, big data, and cloud computing, integrated circuits are inseparable.

China has long become the world's largest consumer market for integrated circuits, but over the years, China's integrated circuit imports have surpassed petroleum, ranking first among all types of imported products.

In other words, the self-sufficiency rate of domestic integrated circuits is seriously insufficient.

Especially in the past year or two, the experiences of leading domestic companies such as Huawei and ZTE have exposed the shortcomings of my country's integrated circuits.

As a result, related companies have focused on developing chip manufacturing, and chip talents have been scrambled for huge amounts of money; various localities have introduced supportive policies, and the construction of chip industrial parks has been enthusiastic.

Inspired by the market, policies, and funds, the development of my country's integrated circuit industry is rushing forward, with mixed results. While good projects are emerging, there are also "three noes" companies with no experience, technology, and talents, and low-level repeated construction problems. Seriously, there were even stagnant construction of individual projects and vacant factories, which eventually caused a waste of resources and funds.

Related companies and local governments should have a clearer understanding of the integrated circuit industry.

Developing the integrated circuit industry, especially the core high-end chips, is not an easy task. my country started late in this field and has a large gap with developed countries. Many enterprises and local governments still have insufficient knowledge of its industrial characteristics and laws.

The integrated circuit industry is a capital-intensive, technology-intensive and high-end talent-intensive industry.

On the one hand, industrial development requires huge capital investment, a long time period, and insufficient support for high-end talents; on the other hand, industrial technology and product update and iteration are fast, R&D and investment often fail to keep up with changes, which is by no means an overnight effort.

However, some local governments only focus on short-term political performance and lack overall coordination of long-term funding and policy guarantees, giving the "three noes" enterprises an opportunity to take advantage of them, resulting in a "catch up" resource misallocation.

Beware of the "bad money driving out good money" effect caused by overheated investment in the integrated circuit industry.

The undesirable consequences of the "surge up" of the integrated circuit industry are not only the waste of resources caused by the "unfinished" of some projects, but also the dispersion of high-quality resources, driving up the prices of industrial production factors such as labor and raw materials, disrupting the order of the industry, and bringing Vicious competition has caused the effect of "bad money driving out good money", which has weakened the competitiveness of some leading companies, and formed an industry chaos in which the main body and the layout are scattered, which is not conducive to the long-term development of my country's chip industry.

To rectify chaos in the industry, we must strengthen top-level design and overall layout planning.

Integrated circuits are highly internationalized and standardized products. Therefore, the development of the integrated circuit industry should adhere to the principle of "concentration of subjects and regional agglomeration", plan and layout, and avoid redundant construction, waste of resources and vicious competition brought about by "blossom everywhere".

At the same time, relevant departments should establish a long-term prevention mechanism, strengthen communication and coordination with banking institutions, investment funds, etc., to reduce investment risks in major integrated circuit projects.

More importantly, while guiding local governments to strengthen their awareness of the risks of major integrated circuit projects, they must also protect local investment enthusiasm and create a favorable policy environment for industrial development.
