In the appeal, the legislator noted that stimulating the birth rate and creating conditions for the comprehensive development and upbringing of children are one of the priority tasks of the state.

At the same time, he clarified that in Russia there are enough citizens who are not officially employed, but who daily housekeeping, raise children, giving this, in fact, labor activity all their time and energy.

Meanwhile, their legal status and activities are not regulated by current legislation, they are deprived of social guarantees intended for citizens engaged in official labor activities (making an entry in the work book, forming and deducting pension savings and seniority), added Sukharev.

“In this regard, I ask you to consider the possibility of introducing a special labor status in the Russian Federation for one of the parents raising children and leading a household, providing them with measures of state support, including official employment, pensions and monthly payments equal to the average wage in the region of residence, at the birth (adoption) of the third and subsequent child until the youngest child in the family reaches the age of majority, ”the appeal says.

Earlier, the State Duma proposed introducing a unified federal system of discounts on utility bills for large families.
