(A closer look at China) The situation is better than expected. Why does Xi Jinping emphasize "protecting market players"?

China News Service, Beijing, July 21 (Reporter Zhang Weiran and Zhang Su) Xi Jinping, General Secretary of the CPC Central Committee, President of the State and Chairman of the Central Military Commission, hosted a symposium on entrepreneurs in Beijing on the afternoon of the 21st and delivered an important speech.

In the meantime, he made an important judgment, "At present, my country's epidemic prevention and control has achieved major strategic results, and its economic development has shown a steady improvement. It is at the forefront of the world in epidemic prevention and control and economic recovery, and the situation is better than expected."

In response to the above situation, Xi Jinping proposed that "guaranteeing market players means protecting social productivity", "we must do everything possible to protect market players and stimulate market players' vitality", and put forward next policy measures on related issues.

Since the outbreak of the epidemic, Xi Jinping has repeatedly given the message that China's economy must "educate new opportunities in the crisis and open new games in the changing situation". During inspections and seminars, he had many face-to-face exchanges with entrepreneurs to understand and solve the difficulties and pain points faced by enterprises and the market. It is not difficult to see that market players have been paying attention.

So, when judging that China is “the situation is better than expected”, why does Xi Jinping emphasize “protecting market players”?

Zhu Lijia, a professor at the Central Party School (National School of Administration), told a reporter from China News Agency that highlighting "maintaining market players" is first of all the need to fight the "hard battle" for China's economic development.

Although major strategic results have been achieved in epidemic prevention and control, and economic growth in the second quarter has achieved a "V"-shaped rebound, there are still many "hard battles". For example, the uncertainty of the international environment is still increasing, and the situation is still severe; another example is that the domestic economy is facing difficult challenges, especially employment pressures.

Chen Fengying, the former director of the Institute of World Economics of the China Institute of Modern International Relations, said that in April this year, Chinese officials put forward the "six guarantees" task, and protecting market players is an important part of it. "Market players help to stimulate investment, employment and consumption, which are vital to economic recovery."

"In the face of pressure and challenges, protecting the main body of the market means protecting jobs and people's livelihood. It is not only about how to reach the bottom line, but also about how to invigorate high-quality development." Zhu Lijia said.

Secondly, Xi Jinping proposed that "protecting market players" is not only to encourage Chinese and foreign entrepreneurs, but also to further release the space for policymaking against market players.

Entrepreneurs attending the symposium covered domestic and international, private state-owned, large, medium, small and micro enterprises, some from the private enterprise Wuhan Gaode Infrared Co., Ltd., some from the state-owned Sinochem Group Co., Ltd., and foreign companies such as Microsoft and Panasonic Executive representatives. “I take this opportunity to express my heartfelt thanks to state-owned enterprises, private enterprises, foreign-funded enterprises, Hong Kong, Macao and Taiwan-funded enterprises, and individual industrial and commercial households for their contributions to epidemic prevention and control and economic and social development.” Xi Jinping said at the forum.

In Zhu Lijia’s view, Xi Jinping’s remarks were not only about directly naming and thanking various market players, but also about releasing a message that China is willing to listen to the voices of enterprises, and the measures taken to protect market players are oriented to and benefit all types of domestic and foreign ownership systems. Enterprises, all market players are the protagonists and beneficiaries, and there is no preference or small focus.

"No matter from Xi Jinping's statement or the composition of invited participants, it is not difficult to see that China has always emphasized the equal status of market players. Despite some anti-globalization issues, China has not closed the door, but has shown an open attitude." Said Chang Jian, a professor at the Zhou Enlai School of Government of Nankai University.

Regarding how to "protect market entities," Xi Jinping proposed four measures, namely, "implement the policies to help companies benefit from poverty", "create a market-oriented, legalized, and international business environment", "build a pro-Qing political and business relationship", and attach great importance to supporting individuals. Industrial and Commercial Development".

Experts believe that these four measures have both practical significance and long-term perspective. For example, the relevant fiscal and monetary policies, laws, and institutional arrangements are not only aimed at removing macro problems such as the "two chains" obstruction, but also aimed at solving specific problems such as financing difficulties faced by market entities.

"On the other hand, considering that the "14th Five-Year Plan" will be released within a few months, these four measures also provide important guiding principles for China to better protect the development interests of market players in the next five years." Zhu Lijia said.

Of particular concern is that the plight of individual industrial and commercial households has been highlighted by Xi Jinping. He asked to actively help individual industrial and commercial households solve problems in rent, taxes, social security, and financing, and provide more direct and effective policy assistance.

“Individual businesses are often the most affected by the epidemic. They are not only a key part of absorbing employment, but also an important carrier for strengthening social services and improving the quality of life of the people. Solving the difficulties of individual businesses is to make up for market weaknesses.” Bamboo Lijia said.

On the basis of analyzing the external environment facing China, Xi Jinping emphasized the need to "gradually form a new development pattern with the domestic cycle as the main body and the domestic and international double cycles mutually promoting each other", and pointed out that "the domestic cycle as the main body is never a closed door. Closed operation, but by leveraging the potential of domestic demand, the domestic market and the international market are better connected, and the two international and domestic markets and two resources are better utilized to achieve stronger and sustainable development."

Affected by the epidemic, international shipping, freight, and personnel movement are currently subject to many restrictions, and capital flows and commodity flows are also affected. Chen Fengying believes that Xi Jinping's "domestic cycle" and "domestic and international dual cycle" are development ideas that are oriented toward normalized epidemic prevention and put security as the primary condition, taking into account the reality of development and the needs of international cooperation.

"When in-depth global cooperation encounters risks and problems, it is necessary to consider the domestic big cycle to drive the international double cycle. It is obviously more important to be based in the country. At the same time, the domestic and international double cycle must also be targeted, one country, one policy." Chen Fengying said.

From the perspective of foreign trade data, the "dual cycle" between China and many neighboring countries is already in development, for example, trade with Northeast Asian countries is relatively close. Chen Fengying believes that the development trend of regional circulation has emerged. (Finish)
