■ Mohammed bin Hadi Al-Husseini, Minister of State for Financial Affairs, succeeding Obaid Al Tayer.

■ Abdullah bin Sultan bin Awad Al-Nuaimi as Minister of Justice.

■ Dr. Abdul Rahman Al Awar Minister of Human Resources and Emiratisation.

Objectives of the new methodology for government work

The new methodology for government work announced by His Highness Sheikh Mohammed bin Rashid Al Maktoum aims to change the tools of change and move to government work faster than before, closer to reality, and more in line with global changes. The new methodology is based on five main determinants:

First:

Government work in the coming period will be led by major transformational projects, not just long-term strategic plans.

Secondly:

The next cycles of change will be flexible and rapid (from six months to two years), in contrast to the previous strategic cycles, which ranged from 5 to 10 years.

Third:

Sectoral priorities will be identified.. followed by the identification of clear transformational projects.. Ministerial task forces will be formed to implement these projects.. and rely on our national cadres who have a deep understanding of the field and the mechanisms of change in determining new governmental priorities.

Fourthly:

Moving from the sole responsibility of the ministries to the joint responsibility of the field work teams, and performance contracts will be signed with these teams for the implementation of projects and their follow-up by the Council of Ministers.

Fifthly:

The scale of incentives and promotions will be established based on the performance of the executive teams and their ability to implement transformational projects approved by the Council of Ministers, and to achieve integration and coordination among them.
