The news pointed out that the second round of the third batch of the central ecological and environmental protection inspection team went deep into the front line and on-site, and verified a number of prominent ecological and environmental problems, verified a number of inactions, slow actions, unaccountable, uncompromising, and even perfunctory responses. , Falsification and other formalism and bureaucracy issues.
In order to play a warning role and effectively promote the rectification of problems, the inspection team conducted a centralized public notification of the fourth batch of 8 typical cases.
Among them, the harmless treatment of domestic sludge in Chaoyang City, Liaoning Province has not been promoted. The details of this typical case are as follows:
1. Basic situation
Chaoyang City built three sewage treatment plants in the area, including Chaoyang Beikong Water Co., Ltd., Chaoyang Yuanda Environmental Water Co., Ltd. Shijiahe Sewage Treatment Plant and Phoenix New City Sewage Treatment Plant, which were completed and put into operation between 2008 and 2013. At present, the three sewage treatment plants collectively process approximately 160,000 tons of domestic sewage per day, and produce approximately 180 tons of domestic sludge with a moisture content of 80% per day.
Two, the main problem
(1) Progress in the harmless disposal of sludge is seriously lagging behind
The "Water Pollution Prevention Action Plan" and the "Thirteenth Five-Year Plan for the Construction of National Urban Sewage Treatment and Recycling Facilities" clearly require that the harmless treatment and disposal rate of urban sludge at prefecture level and above should reach 90% or more by the end of 2020.
In December 2017, in order to implement the first round of central ecological environmental protection inspection feedback problem rectification work, Liaoning Province issued the "Thirteenth Five-Year Plan for the Construction of Urban Sewage Treatment and Recycling Facilities in Liaoning Province", and the Chaoyang Sludge Treatment Plant ( The first phase) project is included in the list of planned projects, and Chaoyang City is required to complete the project construction in September 2019, and realize the harmless disposal of all the sludge by the end of 2020.

Since 2017, the Chaoyang Municipal Party Committee and the Municipal Government have held 12 meetings of the Municipal Party Committee Standing Committee and the Municipal Government Executive Meeting to study the harmless disposal of domestic sludge, but “only listen to the sound of stairs and no people come down”, the sludge is harmless The chemical treatment stays at the conference and has not been implemented.
Up to now, the construction of Chaoyang Sludge Treatment Plant (Phase I), which is used to dispose of newly generated sludge, has not made substantial progress, and is only in the stage of land relocation and site leveling; the original stock of sludge will be disposed of until 2021 It signed a commission contract with Chaoyang Lvyuan Bio-Environmental Protection Technology Co., Ltd. in February, and the harmless disposal of domestic sludge is progressing slowly.
(2) Long-term illegal and temporary storage of large amounts of sludge
In 2008, Chaoyang City selected an area of 85 acres of river beach land in Xindi Village, Qidaoquanzi Town, Longcheng District, as a drying and storage site for domestic sludge from the sewage treatment plant (stockyard No. 1).
After the first round of Central Ecological Environmental Protection Inspectors and "Looking Back" notified the illegal piling of "Zhujia Sludge" in Shenyang City, Liaoning Province, Chaoyang City not only failed to learn lessons and accelerate the harmless disposal of sludge, but In 2018, another 20 acres of river beach land was selected in Shanzui Village, Qidaoquanzi Town, as a new sludge storage site (No. 2 storage site).
The actual area of the two temporary storage sites totals more than 100 mu, and a large amount of sludge is stored illegally for a long time.

The two temporary storage yards No. 1 and No. 2 actually cover an area of more than 100 acres in total. They have not been approved by any department, and effective anti-leakage and anti-loss measures have not been taken.
According to relevant national standards, the moisture content of sludge temporarily stored and sanitary landfill should be below 60%.
The inspector found that the water content of the sludge in the three sewage treatment plants was about 80%, and the two temporary storage sites had accumulated more than 400,000 tons of domestic sludge in the open air, the pile height had reached 5 meters, and the three sewage treatment plants were still receiving sewage. The new sludge produced daily in the treatment plant.
Due to the high water content of the sludge and the strong fluidity, the risks of running into rivers and polluting groundwater are prominent.
The three sewage treatment plants all use belt sludge dewatering machines, and the sludge moisture content is about 80%.

(3) Inadequate supervision and management of relevant departments
The Regulations on Urban Drainage and Sewage Treatment stipulate that the urban drainage and sewage treatment department of the local people's government at or above the county level shall be responsible for the supervision and management of urban drainage and sewage treatment within its administrative area.
The inspector found that since 2008, the urban drainage and sewage treatment department of Chaoyang City has long ignored the problem of illegally piling up sludge without approval. After being notified of the situation in May 2018, the relevant department only notified the urban sewage A document in the daily work of the treatment plant mentioned lightly that "the sludge piled and dried does not meet the sanitary landfill standards", and then there is no more information, nothing more.
In May 2018, the former Chaoyang Municipal Environmental Protection Bureau transferred the sludge case to the former Chaoyang Municipal Housing and Construction Commission. In August 2018, the former Chaoyang Municipal Housing and Construction Commission notified the sludge storage yard problems of three sewage treatment plants.

Since the temporary storage yard is close to full capacity, starting in September 2019, Chaoyang City has urgently commissioned three companies to deal with the newly generated sludge and the temporary storage of sludge.
Among them, Liaoning Ruibosi Technology Development Co., Ltd. is responsible for the disposal of newly generated sludge, with an average daily processing volume of more than 80 tons, which is less than half of the daily volume of new sludge produced by the three sewage treatment plants; Chaoyang Shanshui Dongxin Cement Co., Ltd., Ka The two cement companies of Zuocongyuanhao Cement Co., Ltd. were responsible for the disposal of temporary piles of sludge. The cumulative disposal of sludge was only 45,000 tons. The two companies have not gone through the relevant approval procedures and have not conducted production in accordance with the relevant national process specifications. The equipment is modified.
Relevant responsible departments did not implement effective supervision of the sludge disposal process, and emergency treatment evolved into long-term illegal disposal.
Liaoning Ruibosi Technology Development Co., Ltd. has processed a total of 46,900 tons of newly produced sludge from three sewage treatment plants, with an average daily treatment of more than 80 tons of sludge.

Three, cause analysis
The Chaoyang Municipal Party Committee and the Municipal Government did not pay enough attention to the harmless disposal of domestic sludge, did not act or act slowly, and did not work well; supervision and management neglected responsibility, long-term illegal and temporary storage of sludge, and prominent environmental risks.
