On March 2, local time, members of the 11th Emergency Special Session (ESS) of the United Nations General Assembly voted and passed a draft resolution on the situation in Ukraine jointly submitted by more than 90 countries including Ukraine.
There were 141 votes in favor, 5 against, and 35 abstentions.
With more than two-thirds of the valid votes cast in favour, the draft resolution was adopted.
Russia, Syria, Belarus, North Korea, Eritrea voted against, and China abstained.
On February 25, the UN Security Council voted on a draft resolution on the situation in Ukraine submitted by the United States and Albania. The draft resolution was rejected due to the opposition of permanent member Russia.
Then on February 27, the Security Council voted to request an emergency special session of the UN General Assembly.
Compared with the previous draft that was rejected by the Security Council, the UN General Assembly resolution not only required Russia to withdraw its troops from Ukraine "immediately, completely and unconditionally", but also added relevant provisions against Belarus.
Before the vote, starting from February 28, President Shaheed of the 76th UN General Assembly, UN Secretary-General António Guterres and representatives of 122 countries and organizations made speeches.
The UN Secretary-General has called for an immediate ceasefire and guarantees of humanitarian aid.
Russia and Ukraine have fought tit-for-tat at the conference, accusing each other.
Since the resolutions of the UN General Assembly are not legally binding on member states except for some projects related to the operation of the UN itself, the implementation of the resolution remains to be seen.
