At a press conference held on July 28, the person in charge of the relevant department of the Ministry of Civil Affairs stated that the "Measures" centered on the objective requirements of earnestly securing the bottom line of basic people’s livelihood security, appropriately expanding the scope of subsistence allowances, and guaranteeing minimum living standards. The review and confirmation process has been optimized and improved.

  The minimum living guarantee is a basic system made by the party and the government to guarantee the basic livelihood of the people in need, and it is the core institutional arrangement in the social assistance system.

As early as 2012, the Ministry of Civil Affairs issued the "Measures for Examination and Approval of Minimum Living Guarantee (Trial)".

The formulation and promulgation of the "Measures" is not only a systematic upgrade of the "Measures for Examination and Approval of Minimum Living Guarantee (Trial)" in response to the current situation, but also to better protect the actual needs of the people in need.

  There are many highlights in the "Measures". For example, the scope of subsistence allowances has been appropriately expanded. People who are seriously ill and severely disabled in marginal families of subsistence allowances can apply for subsistence allowances separately.

As everyone knows, Dibao applies for families as a unit. In the past, marginal families on Dibao generally did not meet the minimum living security conditions.

Nowadays, seriously ill and severely disabled persons in such families can apply for subsistence allowance alone, which is undoubtedly more humane care.

  The "Measures" also deleted the concepts related to urban and rural subsistence allowances. All regulations no longer distinguish between urban and rural areas, and are unified as the "minimum subsistence allowance."

Although deleting the concept of urban and rural subsistence allowances does not completely bridge the differences between the two, this unified standard is still of practical significance because it is an important step in coordinating the urban and rural subsistence allowance system.

In this regard, the person in charge of the relevant department of the Ministry of Civil Affairs made it very clear: "Next, we will guide the localities to gradually reduce the urban-rural differences in the subsistence allowance work, and promote the coordinated development of the subsistence allowance system in urban and rural areas."
