Ding Zhongli, vice chairman of the Standing Committee of the National People's Congress, believes that it is imperative to amend the population and family planning laws under the current circumstances.

He pointed out that China's seventh census data shows that the current population situation is severe.

"Some scholars have made some calculations. If the current situation is maintained, the total population may decline sharply within 30 years. Therefore, it is necessary to amend the population and family planning laws at this time to encourage three births."

Liu Xiuwen, a member of the Standing Committee of the National People's Congress, pointed out that population development is related to the future of the nation and the long-term development of the country, and it is truly the "bigger of the country."

He said that in order to implement the important decisions and deployments of the Party Central Committee on optimizing the fertility policy and promoting the long-term balanced development of the population, it is very necessary to amend the Population and Family Planning Law in a timely manner.

Talking about the adjustment of China’s population policy in recent years, Du Yubo, a member of the Standing Committee of the National People’s Congress, said that related scholars believe that since the 18th National Congress of the Communist Party of China, according to the trend of China’s population development, the Party Central Committee and the State Council have successively established two separate children, two comprehensive children, and one implementation. Major decision-making arrangements such as the policy that couples can have three children and supporting support measures are correct.

"The amendment draft fully embodies the spirit of the Party Central Committee's decision to optimize the fertility policy to promote the long-term balanced development of the population, and provides legal protection for the implementation of the three-child fertility policy in accordance with the law. It has positive significance for fertility support. Everyone is very in favor of it and hopes to review and pass it as soon as possible." Du Yubo said.

In group deliberations, participants also generally pointed out the positive impact of the amendment of this law.

Yang Zhijin, a member of the Standing Committee of the National People's Congress, said that in the long run, the three-child policy is conducive to improving China's demographic structure and implementing the national strategy to actively respond to the aging population.

Li Feiyue, a member of the Standing Committee of the National People's Congress, said that the draft amendment to the Population and Family Planning Law focuses on solving the people's worries about childbirth, parenting, and education, promoting the release of reproductive potential, and promoting family harmony and happiness.

"Leading and promoting the implementation of the three-child policy by the rule of law will definitely have a major and far-reaching impact on all fields of national economic development, all links of social construction, and all aspects of social culture." (End)
